About Trans-Hindukush Road Connectivity Project (THRCP/MOPW)

1. General Background of Project / Assignment

The Government of the Islamic Republic of Afghanistan (GoA) has obtained funding from the World Bank (IDA Grant) for a seven-year Program for improving the road connectivity across the Hindukush mountain range north of Kabul. The THRCP project has a total estimated cost of US$ 250 million, most of which are to be spent on civil works for the construction of the Baghlan to Bamiyan (B2B) road and for the rehabilitation of the Salang pass road and the Salang Tunnel, and for the supervision of works for the same roads. The project funds are also to be used for regular technical audits by an independent international auditor to verify that road works have been executed in compliance with the technical specifications.

The main objective this project is to improve road transport connectivity across the Hindukush mountain range. This objective will achieve through (i) rehabilitation of 86 km of Salang Pass and development of 152 km of Baghlan to Bamiyan (B2B) road to become a viable alternative to the Salang Pass, and (ii) to establish suitable arrangements for the management, maintenance and operation of those two roads. The objective of this project can only be achieved through an integral project which combines the above-mentioned elements.

MPW through the PMT of THRCP project seeking a qualified Planning and Performance Monitoring Specialist who is competent in both planning and Monitoring and Evaluation.

Job Summary

2. Purpose and Scope of Assignment

Under the overall guidance and supervision of the Executive Director, the Planning and Performance Monitoring Specialist will manage, lead, plan and develop all planning and performance monitoring processes that will support the implementation of the THRCP/MPW project. The key functions for this position are;

a) Implementation of performance monitoring policies and strategies
b) Management of the performance monitoring process
c) Facilitation of knowledge building and knowledge sharing on performance monitoring
d) Training and capacity building

Duties and Responsibilities

Specific responsibilities and duties include but are not limited to:
The Planning and Performance Monitoring Specialist ensures the following responsibilities:

a) Ensures the implementation of performance monitoring policies and strategies, by focusing on the following:
• Develop planning and performance monitoring tools and processes for the THRCP;
• Update THRCP’s Performance Monitoring Plan (PMP) as necessary;
• Provide technical guidance for the implementation of the PMP, through training and other on-site support;
• Facilitate review of progress on a quarterly basis and ensure problem solving through remedial actions,
• Assist the PMT in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them;
• Manage and provide leadership on M&E of the THRCP;
• Be the point of contact for support with planning, monitoring and evaluation matters in the project; and provide guidance to management and technical teams on issues relating to planning, monitoring and evaluation.
• Prepare monthly, quarterly and annual programmatic progress updates on the project.

b) Ensures effective management of THRCP’s performance monitoring process, focusing on the following:
• Ensure that project monitoring arrangements comply with World Banks grant agreement and that the provisions of the grant agreement are fully observed;
• Review the quality of existing data sources, the methods of collecting them and the degree to which they will provide good data for reporting;
• Prepare Terms of Reference (TOR) for performance monitoring consultancies, and provide overall technical direction for the conduct of the surveys;
• Follow up on implementation of audit and evaluation recommendations;

c) Ensures facilitation of knowledge building and knowledge sharing in the area of performance monitoring, focusing on achieving the following results:
• Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports;
• Collaborate and coordinate with other government agencies, UN agencies, NGOs, and other organizations on performance monitoring issues;
• Participate in external supervision and evaluation missions of THRCP by facilitating access to M&E data as required.

d) Training and Capacity Building
• Develop basic training materials to raise awareness amongst members of other work units regarding the performance monitoring requirements of the program
• Mentor and build the capacity of MPW Civil Servant Counterparts providing guidance, technical advice and on-the-job training.



5. Qualifications and Experience

a. Education

• Bachelor’s Degree in Development Studies, Social Science, Statistics, Business Administration, Economics or related field.
• Master Degree will be given an advantage.


b. Work Experience

• Minimum 7 years of experience in monitoring and evaluation, research, project management and social/community development work.
• Substantial field experience and demonstrated ability to analyse and report on multi-disciplinary projects/programs/operations in conflict and/or post-conflict environments and development setting
• Proven ability to demonstrate success in dealing with diverse groups of stakeholders
• Proven ability to deal with ambiguity, conflicting priorities and substantial workload
• Strong analytical and drafting skills required (supported with relevant reports if and when requested)
• Excellent oral, written, and structured presentation skills with the ability to address a wide variety of leadership, governmental, business, technical, beneficiary audiences
• Demonstrated experience in working on multiple and/or complex assignments and managing conflicting work schedules
• Familiarity with knowledge/information management systems
• Excellent knowledge of both written and oral English is required

c. Key Competencies
