ABS (Oqaab) is a digital broadcasting service that allows users to see television in digital format. ABS received the license of the Ministry of Telecommunication and Information Technology to operate the Digital Terrestrial Television Network in Afghanistan and to migrate all analog channels to digital. Digital TV is an advanced television format that provides a much better picture and sound quality when compared to traditional analog television. Users will continue to receive local channels for free, while, coming soon, expanded premium channels will be offered for a monthly fee.
ABS offers a unique position for a new qualification profile. We are looking for people with either a strong IT or television technical background. As we are operating in an IP-related broadcast environment, a degree or strong knowledge of IT network operation will be preferred.
We are looking for highly motivated people, who would like to advance their career in a professional environment. ABS will conduct in-depth training for the selected candidates on the equipment, in TV broadcasting technology and the IP broadcast environment. For that reason, the selected candidates should be able to travel abroad for training.
The Headend Engineer is responsible for all aspects of installation and maintenance of equipment within the ABS IP-broadcast headend. Required to optimize incoming signals from a wide variety of sources and process for redistribution to our IP-network. Reception and distribution mechanisms include; satellite, off-air antenna, microwave, coaxial cable, fiber.
Headend Engineers are responsible for the reception and distribution of DTT/DTH television networks. They install and maintain the necessary headend and signal distribution equipment. They also monitor the audio and video quality of services and troubleshoot potential problems. They perform checks of quality control and other preventative maintenance tasks in the hub and headend sites. Headend technicians gather and analyze engineering documentation such as fiber management systems, schematics, and performance analysis reports. They are responsible for maintaining tools and equipment to ensure they are in proper working condition. They organize repair records on tools and equipment.

Duties and Responsibilities
" Work closely with field and NOC employees in determining the source of signal impairments and facilitates repair of problems as they are located.
" Maintain, adjust and document video carrier levels, audio video ratio, depth of modulation, audio deviation.
" Utilize computer software and test equipment for a variety of measurements including: satellite alignment, RF levels, signal to noise, carrier to noise, low-frequency disturbances, composite triple beat, composite and discrete second order beat, depth of modulation and audio deviation.
" Perform proactive and reactive monitoring of all the fundamental tasks required in the testing and analysis of all elements of the network equipment and facilities.
" Proficient in setup and operation of headend equipment including but not limited to: signal processors, modulators, demodulators, satellite receivers, integrated receiver descramblers, digital receivers, transcoders, combining and splitting networks, laser transmitters, fiber optic receivers.
" Responsible for monitoring headend cooling and coordinates with air-conditioning specialists to maintain proper system operation.
" Install, maintain, and test emergency alert systems.
" Responsible for ensuring the proper tower and site maintenance schedule is followed.
" Responsible for ensuring proper OTN operation and that the maintenance schedule is followed.
" Compliance with system operating specifications as well as applicable governmental regulations.
" Maintain accurate and complete headend documentation.
" Responsible for maintaining the headend in a clean and orderly manner.
" Ability to keep scheduling with minimum supervision.
" Performs all the job requirements of all technical field personnel.
Degree in IT, IP-broadcast, Television technical or equivalent combination of education and experience. The ideal candidate is either coming from an IT background or worked previously as a TV technician in a TV channel.
