The Government of the Islamic Republic of Afghanistan (GoIRA), through its 2006 Afghanistan National Development Strategy (ANDS), set out ambitious three to five year goals for increasing access to electricity. The aim was for electricity supply to reach at least 65 percent of households and 90 percent of non-residential establishments in major urban areas and at least 25 percent of households in rural areas. This would have represented a considerable increase over the rate of electrification – which had last been reliably estimated at six percent nationwide in 2003. More recent estimates suggest that some 25-30 percent of households have access to grid electricity. There appears to be no reliable estimate for the number of people with access to off-grid electricity although there is some 134MW of small hydro, diesel generators and solar power installed.
Responsibility for management and operation of the electricity system rests with Da Afghanistan Breshna Sherkat (DABS), the national electricity utility. Until 2009, DABS was a department of the Ministry of Energy and Water (MEW). DABS’s corporatization has been accompanied by a strong program of commercialization supported by the World Bank and more recently by USAID. DABS are responsible for the installed domestic generation capacity, including about 230MW of hydropower and with it Naghlu Hydropower Plant, although only about 138MW is currently in service. Since 2006 the World Bank has been financing the rehabilitation of the electrical and electromechanical parts of Naghlu hydropower plant which was built with Soviet assistance during the 1960s.
Senior Project Coordinator, PIU World Bank Projects will assist Project Director (Head World Bank Projects) in managing the PIU and shall be responsible for coordination of all World Bank funded Projects in DABS but not limited to current ongoing projects:
1. Naghlu Hydropower Rehabilitation Project (NHRP)
2. Herat Electrification Project (HEP)
3. DABS Planning and capacity Support Project (DPCSP)
4. Afghanistan Power Sector Development Project (APSDP)
5. CASA-1000 Project
6. Daronta Hydropower Plant Rehabilitation Project (DHPRP)

Duties and Responsibilities
Senior Project Coordinator will coordinate all the projects, directly report and assist Project Director (Head, World Bank Projects) in his day to day activities in following tasks but not limited to:
Overall project management of all World Bank funded Projects both Technical and Financial aspects.
Responsible for overall project organization and staffing.
To have full understanding of all WB funded Projects history and objectives and make all necessary efforts to achieve objective of projects to its higher level and as set in PAD
Supervision of all International and National consultants from their day to day activities and deliverables.
Support all Project Managers and Projects staff by giving necessary advises while required during project implementation.
To have good coordination with Donor all stake holders and to provide required information on time.
Preparing a proper plan for future projects under each grant with all justification and need of the project.
Brief management for major challenges of the project and be proactive for these challenges to avoid any unexpected delay in project implementation.
Making a good environment of team work within PIU for all staff to avoid any unwanted situation from technical and financial point of view.
Assessment of project needs on regular basis and taking necessary measurements.
Support PMs in selection of appropriate staff for a project as required.
To make all efforts making team motivated and enthusiastic.
Make all efforts keep the team work transparently and have professional behavior with contractors.
Conduct weekly and monthly meetings within PIU team and with all contractors and regular progress.
Track all cash flow of the projects with Finance team and provide necessary advises and instructions.
Planning for trainings of PIU staff making their capacity in project management skills as well as technical skills.
Track with Monitoring and Evaluation team for providing regular Project progress reports to DABS Management and other stakeholders.
Make sure that all WB funded Projects are audited by Internal Audit specialist on timely basis.
Track and coordinate with Procurement Director and CFO for all bidding processes of World Bank projects if they cross the given time for bidding process.
To assess and identify all project risks and share likely risks with management for proper solution before the even occur.
Review the overall budget and the budget for each deliverable.
To regularly monitor Safeguard team for World Bank funded Projects to make sure projects don’t face LARP or any other environmental issue during implementation stage.
Clarify process structure (for example, life cycle sub phases, milestones, and decision gates) for the implementation phase of the project life cycle.
Senior project coordinator will report to PIU Project Director.
The Senior Project Coordinator in absence of the Project Director shall also be responsible for:
Leading the PIU-WB team for smooth implementation of projects on its given deadline and required qualify.
Preparing and maintaining the project plan and future disbursement plans.
Provide necessary instruction during project appraisal phase and project RFP stage to avoid unwanted situation causing delay in project implementation stage.
Make sure required transparency is maintained in implementation of all WB funded Projects.
Analytical ability, practical problem-solving skills and resourcefulness in performing varied tasks in the area;
Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;
Demonstrated initiative in developing practical approaches that improve efficiency and effectiveness of the project;
Strong inter-personnel skills and commitment to work in a team-oriented, multi-cultural environment. The candidate needs to be able to work under pressure and when demanding deadlines are required;
Must have the highest levels of personal integrity, and a reputation for a transparent and systematic work style.
Language skills: Fluent oral and written skills in English;
Computer skills (Ms. Office, outlook, Auto CAD, Primavera and Microsoft Project).
Minimum Bachelor Degree in Power engineering/Electrical engineering with 5 years of experience in project management of energy project; or master’s degree in these field and 3 years of experience in project management of energy project.
Work experience with International Donors such as World Bank, USAID, and ADB are preferred.
Experience in high voltage transmission line is an asset.
