The Government of the Islamic Republic of Afghanistan (GoIRA) has recognized that food and nutrition insecurity results in hunger and malnutrition, which negatively impacts on citizens and national development. Food and Nutrition Security is a multi-dimensional issue, it has multiple effects and various institutions/ ministries are involved in addressing these issues in the country. In order to address this issue, AFSeN, as a multi-sectorial platform to address the problematic of food and nutrition security in Afghanistan, was developed. AFSeN and Global Scaling Up Nutrition (SUN) was launched on 16 October 2017 by the Chief Executive of GoIRA. AFSeN spells out the roles and responsibilities of government and non-government stakeholders and identifies coordination structures at the central level by a High Level Food and Nutrition Steering Committee (FNSC) chaired by the Chief Executive of GoIRA) and at the subnational level by Provincial Food and Nutrition Committees and, in the interim, District Development Assemblies and Community Development Committees.
The Coordination structure is supported by a Food and Nutrition Security Secretariat (Secretariat) attached to the FNSC and food and nutrition security Focal Points (FPs) at each core ministry or agency. Corresponding to the FNSC at the subnational level will be a Provincial Food and Nutrition Security Committee (PFNSC), which will work with district and community authorities for coordination of food and nutrition security issues at the periphery. The overriding role of the Food and Nutrition Security Secretariat (FNSS) is to support the High Level Steering Committee in the execution of all of its supervisory, coordination, monitoring, and communication responsibilities. The Secretariat unit is housed in the Council of Ministers Secretariat of the Office of the Chief Executive with responsibility for the day-to-day operations associated with implementation of AFSeN Agenda including on issues of its membership of global networks such as SUN.
The FNSS unit is composed of a Coordinator, a Food and Nutrition Security Officer, a Monitoring and Evaluation Officer, a Communications Officer. The Technical Secretariat is reporting to the Director General of the Council of Ministers Secretariat (CoMS).

Duties and Responsibilities

 Write Concept notes, Official letter, suggestion letter and report in both Dari and English languages.

 Send and receive all letters and documentation exchanged between the CoMS, relevant government institutions and AFSeN secretariat and keep up to date its record.
 Communicate timely with technical secretariat, the GoIRA protocols, standards and any changes in policies, laws and procedures.
 Facilitate meeting and workshops requiring the CoMS involvement.
 Support the AFSeN-A technical secretariat in conducting the Executive Committee and Working Groups meetings
 Support the AFSeN-A technical secretariat in logistical and administrative related issues requiring the CoMS involvement.
 Process the finalization of meeting minutes with the consultation of the CoMS.
 Follow on decision made in the executive committee.
 Facilitate verbal and written communication between the CoMS and AFSeN-A stakeholders
 Provide technical input and information on AFSeN-A Agenda to Director General and the staff of the CoMS when required.
 Support The Director General in his day to day follow-up on AFSeN-A
 Demonstrate liaising and networking abilities with Government agencies, donor organizations, NGOs and local authorities.
 Develop concepts, papers and reports on development and food security and nutrition related topics.
 Perform other duties as determined by the Director and AFSeN Coordinator Secretariat.


University degree in Social Sciences, Graduate of Economics, Political Science, and/or other relevant fields preferably with Master degree.

Experience: at least five years of experience in coordination and communication field, familiarity with the official government communication and coordination structures and working environment. Working experience with donors, NGOs and United Nations is of advantage.
Languages: Strong written and communication skills in one of the local languages (Dari, Pashto) and English, enough computer skills and, translating documents is required.


Knowledge of the government systems. Demonstrated ability to manage processes and maintain accurate records. Ability to work independently and to maintain flexibility in working hours.
Planning and Organising – Demonstrated effective organisational skills and ability to handle work in an efficient and timely manner. Demonstrated ability to coordinate tasks to meet deadlines.
Teamwork – Good interpersonal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Demonstrated ability to develop and maintain effective work relationships with counterparts.
Communication – Must have the ability to write concept notes, suggestion letters, reports and official letters in both Dari and English languages in a clear and concise manner and to communicate effectively orally.
