As a key member of the executive management team, the CFO will report to the CEO and assume a strategic role in the overall management of the company. The CFO will have primary day-to-day responsibility for planning, implementing, managing and controlling all financial-related activities of the company. This will include direct responsibility for accounting, finance, forecasting, strategic planning, job costing, legal, property management, deal analysis and negotiations, investor relationships and partnership compliance and private and institutional financing. We are looking for an experienced CFO to perform effective risk management and plan the organization’s financial strategy.

Duties and Responsibilities
Assist in performing all tasks necessary to achieve the organization's mission and help execute staff succession and growth plans.
Assess the benefits of all prospective contracts and advise the Executive Team on programmatic design and implementation matters.
Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits.
Plan, develop, organize, implement, direct and evaluate the organization's fiscal function and performance.
Oversee all purchasing and payroll activity for staff and participants.
Analyses of financial position using appropriate industry standards.
Attend board meetings and work sessions of Afghan Telecom Corporation as required, presenting financial reports, and analyses, and providing any other financial and administrative information requested.
Oversee Accounts Payable and Accounts Receivable and ensure a disaster recovery plan is in place.
Ensure that all Subscribers are paying on time and struggles to collect any pending invoices.
Oversee the maintenance of the inventory of all fixed assets, including assets purchased with government funds (computers, etc.) assuring all are in accordance with Afghanistan regulations.
Maintain and develop the Finance manual, monitor that the implemented procedures and regulations are being followed accordingly.
Develop financial plan, strategies & financial policy for Afghan Telecom
To ensure that all entries in the bookkeeping: description and coding are correct, and ensure that proper controls are adhered to regarding authorization levels.
Prepare Financial Statements of Afghan Telecom according IFRS standards
Perform professional work requiring the application of accounting and budgeting theories, concepts and practices to ensure that financial management and accounting systems produce accurate results and meet the company requirements.
Analyze and administer accounting and budget systems.
Apply judgment to interpret and evaluate general guidelines and references for local application to specific problems.
Provides leadership in the development for the continuous evaluation of short and long-term strategic financial objectives
Manage processes for financial forecasting, budgets and consolidation and reporting to the Company
Direct and oversee all aspects of the Finance & Accounting functions of the organization.
Coordinate and maintain integrated systems of financial services for accounting, budgeting, and financial management reporting.
Coordinate the overall budget process and communicate to all departments regarding budget process.
Develop budget preparation guidelines and budget development worksheets and formats, and train all departments about budget development.
Maintain control to ensure the proper accounting and budget treatment of financial transactions.
Executing the company budget and day to day management and administration of assigned budgets.
Setting up of budget monitoring procedures, and analyze the monthly reports and identify variances from approved budget and advice on necessary corrective actions
Prepare relevant, timely and accurate monthly financial reports on utilization of the budget
Prepare monthly MIS reports for their timely submission to the Board Members of Afghan Telecom.
Prepare revenue forecasts for budget and management decisions.
Stays abreast of authoritative accounting principles, auditing standards, statutory budget procedures and case law affecting municipal finance generally and Vermont municipal government finance in particular.
Responsible for the timely and accurate monthly tax calculation according to Afghanistan tax rules and regulations.
To provide timely financial information to the Chief Executive Officer of Afghan Telecom
To provide timely financial information to the Ministry of Finance & other stakeholders of the organization
Implement financial systems at the regional offices and ensure implementation of the organization financial policies and procedures.
Coordinate with regional offices (Meeting, Telephonic contacts or other means) to guide them and solve their issues.
Manage the review of all Payment & Receipt vouchers from the regional offices and provide feedback to the regional offices about their payments.
Ensure that the database is properly backed up weekly/monthly according to procedures.
Must have complete knowledge of ERP System (Oracle or SAP), for implementation and training the employees in the future.
Monitor banking activities of the organization.
Ensure that the assets, stock and store register is properly managed, updated and accounted for.
Overview the procurement procedures: ensure that all procedures are followed and purchase request, bid analysis and purchase orders are properly executed according to authorization levels.
Assuring by monthly checking and analyzing of the bookkeeping that all expenditures are properly recorded.
Represent Afghan Telecom positively and professionally in both internal and external relations and situations.
Any other duty assigned by CEO.
Ability to effectively supervise employees.

Completion of a master's degree in Business Administration or in Accountancy at an accredited college or university or equivalent work experience.
Certified Charter Accountant, ACCA, CPA, M.com will be preferred.
5-7 years of financial experience and management experience with the day-to-day financial operations of an organization.
Must have experience in service delivery industry, Telecom would be preferred.
Any equivalent combination of education and experience determined to be acceptable.
