About ASERD/MRRD

The Ministry of Rural Rehabilitation and Development (MRRD) within the Agriculture and Rural Development (ARD) Sector Strategy, contributes to the reduction of poverty through the establishment of good local governance, access to rural infrastructure, economic regeneration and the provision of a nationwide disaster and emergency preparedness system. This strategy, however, directly contributes to the achievement of Afghanistan’s Millennium Development Goals.

The project will contribute significantly to increasing the access to thermal energy and electricity through a technology neutral approach, in 19,500 households in 194 rural communities in Afghanistan. This will result in increasing the access to electricity, clean cooking and heating options and will contribute to a tangible reduction in the pre-mature deaths of women and children due to indoor air pollution. The project will pilot seven innovative financing models which once successful will be mainstreamed. The project will also establish conducive policy and regulatory frameworks and capacity development of key stakeholders. It is envisaged that, the project will establish a sustainable rural energy supply approach which can be scaled up beyond the project period.

The ASERD program plans to establish sustainable rural energy services in 194 rural communities in 5 years, providing both electrical and thermal energy services. The efforts will bring sustainable energy to over 19,500 households providing health, economic and social benefits. Most significantly, the major contribution will be the establishment of delivery models that are technology neutral, leverage additional local and international resources, mobilize communities, engage the private sector and financiers to establish a self-sustaining delivery model. The program will also aim to establish the right frameworks for policy, regulation, environmental protection, quality and incentives and develop human and institutional capacities for these delivery models to continue to increase access to energy in Rural Afghanistan.

The Border Electrification Projects aims at providing basic electricity access to border areas adjacent to the Islamic Republic of Pakistan and the Islamic Republic of Iran through the provision of a variety of Solar Home Systems (SHS). A total number of 3,000,000 beneficiaries would benefit from the project encompassing 55 districts in 13 provinces.

The main aim of the project is to provide ample stimulus to entice economic growth, health improvement, education gains and other socio-economic benefits in the target areas.

Job Summary

The sr. reporting officer will be responsible for ensuring that department reports are collected, compiled and submitted to donor and distributed to other relevant stakeholders, on a timely basis and ensure that a good coordination mechanism is in place. She/he will be responsible for maintaining a schedule for the preparation of the reports and assist other unit heads, when needed, with editing reports, identifying information gaps, inconsistencies, and inaccuracies, and proposing corrections. Moreover, s/he will be responsible to identify and conduct capacity building activities for the civil service staff members at the concerned department.

Duties and Responsibilities

The specific duties and responsibilities are as follows;

Keep track of reporting schedules according to relevant department framework and its strict follow up with the focal points.
Inform various sub-component and unit heads in time, about pending issues and consolidate it in order to feed it to the final report.
Ensure timely collection of monthly, quarterly, semi-annual draft reports from different units on timely basis.
Act as data focal point on relevant information and dissemination platform with various departments.
Edit and review collected reports, and refer back to relevant reporting focal points for missing information, clarification of inconsistencies, and correction of inaccuracies.
Compile and format reports as required.
Managing and supervising relevant personnel activities and enhancing their capacities.
A capacity development for circulating reports to the relevant department
Maintain a backup file of various issues and reports produced and submitted.
Travel to project sites, when needed, for collecting stories and pictures for newsletter, reports, and other publications
Assist with translation and editing / proof reading of documents and reports into Dari and/or Pushto
Prepare individuals plans and share periodic reports on the progress of assigned work
Attend unit and other meetings as required and take minutes of meeting if requested.
Assist with any other tasks assigned within the team and contribute to other incidental tasks at the department, when requested.

Qualifications

Required Education/Degrees/Skills/Experience

University degree in Management, Public Administration or any other related area with at least 5 years of relevant experience.
Skills in computer operating and data base development
Excellent translation skills (at least English to Dari/ Pushto; preferably English to Dari and Pushto and Dari/ Pushto to English)
Ability of work against deadlines and good follow on
Good organizational skills and ability to work in a team
Willingness to travel in-country if needed
Good interpersonal abilities

Capacity to guide the relevant department
