The Ministry of Rural Rehabilitation and Development (MRRD) within the Agriculture and Rural Development (ARD) Sector Strategy, contributes to the reduction of poverty through the establishment of good local governance, access to rural infrastructure, economic regeneration and the provision of a nationwide disaster and emergency preparedness system. This strategy, however, directly contributes to the achievement of Afghanistan’s Millennium Development Goals.
The project will contribute significantly to increasing the access to thermal energy and electricity through a technology neutral approach, in 19,500 households in 194 rural communities in Afghanistan. This will result in increasing the access to electricity, clean cooking and heating options and will contribute to a tangible reduction in the pre-mature deaths of women and children due to indoor air pollution. The project will pilot seven innovative financing models which once successful will be mainstreamed. The project will also establish conducive policy and regulatory frameworks and capacity development of key stakeholders. It is envisaged that, the project will establish a sustainable rural energy supply approach which can be scaled up beyond the project period.
The ASERD program plans to establish sustainable rural energy services in 194 rural communities in 5 years, providing both electrical and thermal energy services. The efforts will bring sustainable energy to over 19,500 households providing health, economic and social benefits. Most significantly, the major contribution will be the establishment of delivery models that are technology neutral, leverage additional local and international resources, mobilize communities, engage the private sector and financiers to establish a self-sustaining delivery model. The program will also aim to establish the right frameworks for policy, regulation, environmental protection, quality and incentives and develop human and institutional capacities for these delivery models to continue to increase access to energy in Rural Afghanistan.
The Border Electrification Projects aims at providing basic electricity access to border areas adjacent to the Islamic Republic of Pakistan and the Islamic Republic of Iran through the provision of a variety of Solar Home Systems (SHS). A total number of 3,000,000 beneficiaries would benefit from the project encompassing 55 districts in 13 provinces.
The main aim of the project is to provide ample stimulus to entice economic growth, health improvement, education gains and other socio-economic benefits in the target areas.

Duties and Responsibilities
Under the direct supervision of the ASERD/MRRD IT Officer, the incumbent of the post is required to perform the following duties and responsibilities:
Implement and maintain ASERD/BDEP LAN/WAN systems utilizing switches and servers incorporating DHCP, DNS, file/print sharing, TCP/IP allocation and assignment; IP address management and Internet access in the office;
Provide end-user IT support and other remote ASERD/BDEP/MRRD offices in Provinces and main office;
Maintain Cat 5e and Cat 6e cabling for 10/100 Mbps connectivity;
Install licensed software applications provided by the IT Section;
Assist in maintenance and up keep of Virus Protection software for all network servers;
Maintain problem tracking database; classify the problems by categories (hardware, software), priorities (low, medium, high); evaluate the problems and give suggested solutions;
Recommend network enhancements and upgrades; indicate any relevant modifications required;
Maintain assigned portions of system; provide operation support for system applications; analyze and implement systems changes and upgrades;
Travel though-out Felid offices in order to troubleshoot/install/maintain ICT systems.

Administering Share Folders
Securing Resources with NTFS
Backing up and Restoring Data
Managing Data Storage
Monitoring and Optimizing Syste
Other duties as required.
Experience, Qualifications, Skills & Abilities Required:
Bachelor degree with 2 years’ experience baccalaureate degree with 4 years relevant experience. implementation and maintenance of computer information systems;
Good knowledge of LAN/WAN systems;
Proficiency in English language;
Ability to work long hours when required;
Certification and experience involving MCP Windows Workstations and Servers plus MCSE/CCNA/CCDA/CCDP certification an asset.
The IT Assistant will report directly to the Program IT Officer.
