The Ministry of Rural Rehabilitation and Development (MRRD) within the Agriculture and Rural Development (ARD) Sector Strategy, contributes to the reduction of poverty through the establishment of good local governance, access to rural infrastructure, economic regeneration and the provision of a nationwide disaster and emergency preparedness system. This strategy, however, directly contributes to the achievement of Afghanistan’s Millennium Development Goals.
The project will contribute significantly to increasing the access to thermal energy and electricity through a technology neutral approach, in 19,500 households in 194 rural communities in Afghanistan. This will result in increasing the access to electricity, clean cooking and heating options and will contribute to a tangible reduction in the pre-mature deaths of women and children due to indoor air pollution. The project will pilot seven innovative financing models which once successful will be mainstreamed. The project will also establish conducive policy and regulatory frameworks and capacity development of key stakeholders. It is envisaged that, the project will establish a sustainable rural energy supply approach which can be scaled up beyond the project period.
The ASERD program plans to establish sustainable rural energy services in 194 rural communities in 5 years, providing both electrical and thermal energy services. The efforts will bring sustainable energy to over 19,500 households providing health, economic and social benefits. Most significantly, the major contribution will be the establishment of delivery models that are technology neutral, leverage additional local and international resources, mobilize communities, engage the private sector and financiers to establish a self-sustaining delivery model. The program will also aim to establish the right frameworks for policy, regulation, environmental protection, quality and incentives and develop human and institutional capacities for these delivery models to continue to increase access to energy in Rural Afghanistan.
The Border Electrification Projects aims at providing basic electricity access to border areas adjacent to the Islamic Republic of Pakistan and the Islamic Republic of Iran through the provision of a variety of Solar Home Systems (SHS). A total number of 3,000,000 beneficiaries would benefit from the project encompassing 55 districts in 13 provinces.
The main aim of the project is to provide ample stimulus to entice economic growth, health improvement, education gains and other socio-economic benefits in the target areas.
SUMMARY OF DUTIES:
The Finance Specialist will provide accounting and financial reporting support in the financial administration of approved donor funding and the approved annual budget to support effective and efficient implementation of program activities. The Finance Specialist shall work under the supervision of the FBU Manager and shall supervise a Finance Officer. The Finance Specialist shall coordinate with the MRRD and MoF accounting and financial reporting concerns in the financial administration of the approved program funding and approved budget.

Duties and Responsibilities
Following are main activities that the Finance Specialist will perform in the conduct of duties and responsibilities:
Assist the ASERD/BDEP Budget Committee in the preparation of Budget Request (Budget Proposal) for submission to the MoF based on the fiscal year Budget Timetable.
Attend budget meetings/hearings for the deliberation of Budget Request (Budget Proposal) and liaise with MRRD and MoF Budget Department.
Coordinate and provide technical assistance to PMO and provincial offices in the preparation of their annual Work Plan and Budget (AWPB) and consolidate the plan for approval of the AREDP Budget Committee and/or Senior Management and submission to MRRD, MoF and donors.
Prepare letter to request the preparation of Allotment Request and ensure complete documents for such requests.
Monitor activity budget and expenditure of PMO and Provincial Offices and provide adhoc budget and allotment report as needed.
Prepare monthly, quarterly and annual Budget and Allotment Report.
Maintain appropriate coordination and liaise with the MRRD and MoF for budget related concerns Ensure the maintenance of appropriate filing system (hard and soft copies) for budget related financial information such as approved program budget, allotment request, approved allotments (B27); and budget and allotment report and other budget related financial reports.
Assist the FBU Manager in the development of appropriate systems and procedures particularly in budget management to update the Financial Management Manual (FMM).

Full knowledge of accounting software like QuickBooks,
Ability to formulate and manage budgets, manage contributions and investments, manage transactions, conduct financial analysis, reporting and cost-recovery;
Ability to implement new systems and affect staff behavioral/ attitudinal change;
Excellent skills in MS Excel, knowledge of Atlas would be an advantage.

Required Qualifications, Experience & Skills according to (NTA):
Bachelor’s degree with 5 years’ experience in a relevant area such as finance, accounting, business administration, economics, management and/or related field.
Proven experience of MRRD financial system and working with the Government of Afghanistan will be an asset;
Strong knowledge and understanding sub-national institutional contexts of Afghanistan.
Fluency in Pashto, Dari and English is required for the post.
