About Ministry of Public Health

The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society.
The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care.
MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.
Background: Afghanistan is experiencing a low and concentrated HIV epidemic and among the countries in Central and South Asia that are confronted with a growing risk of HIV and AIDS, mainly due to the high incidence of people who inject drug. HIV prevalence is 4.4 % in People Who Inject Drug (PWID).
The first HIV case was reported in 1989 in Afghanistan and the Government of Islamic Republic of Afghanistan (GoIRA) has taken important steps in addressing the epidemic. The National AIDS Control Program (NACP) was established in 2003 under the leadership of the Ministry of Public Health (MoPH).
Under the leadership of NACP Ministry of Public Health the country is implementing National Strategic Plan (NSP-III) 2016-2020 in collaboration with several national and international agencies. The country has multi-sectorial approach to control the spread of HIV with specific interventions for key affected population, vulnerable papulation and general papulation.
Until December 2017 a total of 2522 HIV cases have been registered with the national AIDS Program, While the World Health Organization and UNAIDS have estimated this number 7,500 in the county.

Duties and Responsibilities

Role and responsibilities:
• Liaise issues of the project/Program with CDC Directorate, General Preventive Medicines Directorate, Deputy Minister Office, Ministry of Public of Health, Ministry of foreign affairs other stakeholders.
• Provides support and guidance for the overall management of NACP and projects run by the NACP.
• Assist in developing Action Plans of the project and Progress Reports.
• Participate in the Program/Operational Meeting discuss issues and provide information and updates.
• Strengthens Coordination between CDC, GDPM, MoPH, MoF and various government and nongovernment agencies.
• Assist and implementation of Operational issues inside ministry of public health and ministry of finance.
• Maintain and develop day to day operational issues issue inside ministry of public and get approval of high apps.
• Prepare weakly update for the management.
• Review progress reports and provide feedback accordingly.
• Liaise issues of internal events of office and provide support.
• Liaise. Communicate official events taking place in the areas of MoPH and other stockholders.
• Support and maintenance of office and provide assistance.
• Any other tasked assigned by line Manager/Program Manager
