About NATO Afghanistan - Resolute Support
Resolute Support is a NATO-led, non-combat mission. It was launched on January 1, 2015, following the conclusion of the previous NATO-led International Security Assistance Force (ISAF) mission, and the assumption of full security responsibility by the Afghan National Defense and Security Forces (ANDSF). Its purpose is to help the Afghan security forces and institutions develop the capacity to defend Afghanistan and protect its citizens in a sustainable manner.
The mission performs supporting functions in several areas. These include: operational planning; budgetary development; force generation process; management and development of personnel; logistical sustainment; and civilian oversight (in order to ensure the Afghan security forces and institutions act in accordance with the rule of law and good governance).
The incumbent is responsible for providing cultural advice and linguistic support to Plans and Operations Office in his duties preparing and delivering Strategic Command (STRATCOM) and Public Affairs guidance.

Duties and Responsibilities
Understands the impact of RS operations on the Afghan people and advises Plans and Operations Office on how best to communicate these operations and effects to Afghans.
Understands impact of Information Network System (INS) propaganda on the people of Afghanistan and advises Plans and Operations on how to best mitigate and refute with respect to specific audiences.
Provides advice on local Afghan media.
Ensures Plans and Operations has appropriate cultural preparation for meetings and functions with government officials, Afghan NGOs, Afghan press and other organizations/groups.
Translates time-sensitive documents from Government of the Islamic Republic of Afghanistan (GIRoA) officials and media communications with the media (English to Dari/Pashto and vice versa).
Interprets in all modes (liaison, consecutive and simultaneous) from English to Dari/Pashto and vice versa.
The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
The work is normally performed in a typical Office / Secure Facility environment. Slightly Undesirable Conditions apply. The risk of injury is categorized as: No risk / risk might increase when deployed.
Able to anticipate problems and opportunities and take appropriate action in the absence of specific guidance.
Analytical abilities and open-mindedness are essential to the post.
Able to work in stressful situations in a multi-cultural environment within Afghanistan.
Expected to make recommendations, supported by justification, to be reviewed by supervisor.
Regular professional contacts with others inside and/or outside immediate organization on functional matters. Solicits/gives information and provides advice/guidance.
Broad familiarity and experience with emerging Afghan media, governmental, and civil society institutions.
Regional expertise (including expertise in Afghanistan).
Working experience with Islamic culture and religion.
University degree (preferably, but not limited to, international relations, international law, political science or contemporary history).
English: Good level of written and spoken language skills.
Note: The normal working language within the organisation is English.
Four years’ of professional work experience in Afghanistan, including broad familiarity with the office culture of an international staff or organization.
Record of collaboration of work for a governmental or non-governmental organization or agency involved in Afghanistan.
Ability to interpret and translate at the required level of quality.
University-level degree in relevant languages or in another subject if education accomplished in the mandatory languages or higher secondary education with further training in those languages, or equivalent professional experience.

An initial 12 month contract will be offered and contract extensions may be possible. Because of the dynamic environment, RS posts are under regular review and therefore post details and responsibilities, including contract duration and contractual grade may change during the advertising and contractual period.
Monthly salary of € 1,626.00
Meal Allowance of € 185.00 per month
