PAE is responsible for the INL/Corrections System Support Program (INL/CSSP) that is funded by the US Department of State and is a non-for-profit organization. INL/CSSP is helping Afghanistan improve its Corrections system by providing technical assistance, advice and training to Afghanistan Corrections system professionals.

Job Summary

Duties:
The Senior Project Advisor (Prison Programs and Industries) is responsible for the overall management, control, coordination and execution of the CSSP Capacity Building Prison Programs and Industries Team, and reports directly to the CSSP Senior Advisor-LN Manager.
This position supervises the work and coordinates the activities of the Afghan Project Advisors and their subordinates engaged in assisting the General Directorate of Prisons and Detention Centers (GDPDC) staff create sustainable prison programs including but not limited to, educational, vocational, recreational, and rehabilitative programs as well as viable prison industries resulting in sustainable knowledge transfer. Organizes work, sets priorities and determines resource requirements; determines short-term/long-term goals; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Duties and Responsibilities

This position supervises the work and coordinates the activities of the Afghan Project Advisors and their subordinates engaged in assisting the General Directorate of Prisons and Detention Centers (GDPDC) staff create sustainable prison programs including but not limited to, educational, vocational, recreational, and rehabilitative programs as well as viable prison industries resulting in sustainable knowledge transfer. Organizes work, sets priorities and determines resource requirements; determines short-term/long-term goals; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
The Senior Project Advisor (Prison Programs and Industries) is charged with maintaining an advisory and monitoring function in support of GDPDC programs and industries components. In fulfilling this role, the Senior Project Advisor (Prison Programs and Industries) will partner with the GDPDC Industries Director and programs leadership to foster a conducive environment for implementing sustainable prison programs and prison industries. Additionally, assist in establishing a succession plan and encourage interest in future generations of programs and industries leadership; Emphasize the need to focus on counter-radicalization and recruitment prevention, and assist GDPDC in developing programs in these areas; Work with the GDPDC to develop tools to evaluate and select junior GDPDC personnel with leadership potential to make up the next generation of mentees. Additional responsibilities will include the working with GDPDC to build administrative capacity for a realistically sustainable prison programs and industries.
Liaise with senior Afghan government officials and provide mentoring, analytical services and support when necessary. Develop and implement strategies, policies, and plans that affect program operations. Coordinate submission of weekly, monthly, and quarterly reporting. Prepares summary written reports based on reviews of records, conducts data collection, and generates analytical reports.Develops and implement continuing education and training programs for the professional development of Afghan personnel. Ensure the work of each Afghan staff member in his/her team is reviewed and evaluated, and that regular feedback guidance is provided. Performs other related duties as assigned.

Must have excellent oral and written English, Dari, and Pashtu communication skills, including the ability to produce clear, logical, and concise reports. Qualifications

Qualification Guidelines:
Education and/or Experience:
Completion of a four (4) year degree from an accredited university in a relevant field and/or three (3) years of experience in an Afghan Rule of Law Program; Afghan Ministry; International Organization; or Non-Government Organizations (NGO) as an administrator, supervisor, or project advisor. Up to two-years’ experience can be substituted for candidates with a relevant graduate level degree from an accredited university. Demonstrated ability to present both verbally and in writing with clarity and precision to senior level executives.
