About Ministry of Mines and Petroleum (MoMP)

The Ministry of Mines & Petroleum is implementing PPG for Afghanistan Extractive Industries for Development (AE4D) Project, financed by the Afghanistan Reconstruction Trust Fund (ARTF).
The proposed project incorporates the MoMP Roadmap priorities that facilitate institution strengthening and regulatory restructuring, and building technical skills for resource development. The project design relies heavily upon citizen engagement and investor input.
Key outcomes defined as an increased understanding of the geological and geophysical characteristics of Afghanistan’ hydrocarbons-prone basins; provide support to reform Ministry’s institution; provide support to developing Ministry’s professional skills (building of the Ministry staff as well as those of SOEs); improved transparency and oversight of hydrocarbons and mining resources management; and application of formal mining and petroleum sector environment and safety international standards.
The Ministry of Mines and Petroleum has number of development projects which are setting up, supporting and monitoring through the PSU Directorate within the Ministry of Mines & Petroleum. The PPG Project is now seeking well qualified individual for the position of Finance Officer to work in PPG Project at MoMP.

Job Summary

The Finance Officer will be responsible for the finances activities of the PPG Project and will report to Project Director.

Duties and Responsibilities

1. Develop an action plan based on job description.
2. Assist finance specialist with overall developing, planning and managing of financial
management activities/financial budget related to the project
3. Keep records of all finance related documents;
4. Maintain financial records such as expenditures, travel arrangements, purchases, and delivery
of equipments, supplies, and inventory;
5. Check financial data before storing into databases.
6. Process payment requests of the AEITI and MoMP according to the Government of Afghanistan Accounting procedure and World Bank Norms.
7. Raise payment voucher and submit to PMU Director for clearance, and update cash book report and contract ledger after payment has been effected;
8. Perform monthly bank reconciliation for the project special account;
9. Prepare project cash forecast;
10. Prepare monthly or quarterly Withdrawal application and submitted to the Ministry of Finance and World Bank for the replenishment of the project designated account.
11. Process payment request, and financial transaction for local and international consultant and supplier,
12. Organize and supervise petty cash and reconciliation of the petty cash at least once in a week.
13. Responsible for the daily processing of the financial transactions from the petty cash and special account.
14. Responsible for the record of all AEITI and MoMP financial transactions in an acceptable accounting software,
15. Entry of financial transaction in to a computerised accounting system
16. Preparing of M-16 form for the payment and submitting for the process to the SDU Ministry of Finance.
17. Preparing of B-27 (Request for allotment and PCS (Project coding sheet) form for the budget allocations.
18. Maintaining of petty cash (Replenishment of petty cash, petty cash reconciliation on daily basis)
19. Follow up of World Bank financial and Disbursement norms and Islamic Republic of Afghanistan Ministry of Finance Norms
20. Contract register and contract ledger management,
21. Processing of claims for payment according to The Government of Afghanistan's Accounting procedures and World Bank norms;
22. Use of World Bank Clint connection
23. Follow up of payments with the Ministry of Finance and DAB.
24. Update the supplier/ consultant about the status of their payments.
25. Maintain a tracking sheet to shows the actual payment cycle.
26. Check and translate all the bills/ invoices.
27. Preparing a petty cash voucher and check the proper supporting documentation.
28. Familiar with the tax law of the Islamic republic of Afghanistan.
29. Any other duty assigned by PSU and AEITI Directors or head of the finance department.

Skills

• Theoretical knowledge of internationally recognized Finance standards; good understanding of finance techniques and practices used in the private sector and governmental organizations.
• Good understanding of Finance policies, practices and procedures; proven analytical skills, including ability to research and analyze data and develop recommendations on finance.
• Ability to plan own work and manage conflicting priorities.
• Ability to manage staff and contribute to the skills and capacity building
• Good communication (spoken and written) skills, including ability to explain and present procurement-related information/requirements and prepare written documents/communications in a clear, concise style.
• Fluency in English in speech, writing and comprehension to the extent of easy comprehension of World Bank procurement documents.
• Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Qualifications

• Minimum Bachelors Degree in Economics, Business Administration, Accounting or Financial Management, Public Administration or other related fields, Masters Degree in related field is highly desirable and will be given priority;
• At least 4 years work experience in Financial Management and World Bank funded Management is preferable.
• Having working experience with Ministry of Finance is desirable
• An outstanding professional practitioner with at least three-five years of successful experience in financial activities
• Excellent written and oral communication skills in English, Dari/ Pashto
• Able to use Microsoft Office, proficiency in excel and QuickBooks is preferred.
• Should have problems solving skills
