About MOIA

The Afghan Ministry of Interior fulfils a role of crucial functions to strengthen civilian protection, the rule of law and security in Afghanistan. These include:

 Enforcement of Rule of Law
 Ensuring security and protection of public order and security
 Take preventive measures to avoid criminal incidence
 Timely detection of crime and criminals and prevent public disorder and violations
 Fight corruption, social immorality that disrupts public safety and welfare
 Supporting sound performance to strengthen transparency and accountability
 Ensuring police professionalization and capacity building of MoI staff
 Respect human rights and enhance the relationship of police and public
 Control and Protection Afghan borders
 Promote and enhance women’s participation in the police ranks
 Equal law enforcement, gender equality and provide required resources, facilities and fair professional environment for women
 Coordinating amongst ANSF and judicial entities within legal boundaries and in accordance to the law
 ANP command and control
 Fight against narcotics import, production, cultivation and smuggle
 Counter terrorist activities, organized crimes, human trafficking and attracting international assistance.

This is a Subject Matter Expert (SME) position. Incumbent reports to OIG and SME Office reviews work process, drafts internal policies and procedures, coordinates with Strategy department and prepares codes.

Duties and Responsibilities

1. Review work process, audits conducted based on plan and additional plans, OIG administrative processes and provide standard processes map for OIGCoordinating with the strategy department ensuring complete understanding to writing programming guidance.
2. Draft internal policies and procedures to strengthen OIG performance based on OIG civilian deputy and IG request.
3. Prepare code of ethic for OIG auditors in coordination with relevant offices based on OIG civilian deputy and IG request.
4. Develop a leave database for the management of the OIG civilian and uniformed personnel
5. Prepare a manual for risk-based planning and assesss potential risks within the OIG in coordination with relevant departments and in accordance with MoIA strategic plan.
6. Monitor the implementation of plans and provide weekly and monthly reports to OIG civilian deputy and IG.
7. Provide a comprehensive plan scheme to improve OIG performance.
8. Prepare job descriptions for OIG staff.
9. Provide MICP trainings to OIG personnel.
10. Develop OIG organizational structure chart to improve effectiveness and efficiency within OIG and meet the goals and objectives set by the MoI minister.
11. Conduct MICP training courses using COSO internal control framework.
12. Identity weaknesses within OIG internal controls and provide SMART recommendations to strengthen the internal control mechanism.
13. Prepare internal coordination mechanism for OIG based on OIG civilian deputy order.
14. Provide recommendations to enhance preventive, detective, corrective and guidance controls.
15. Additional tasks will be requested by OIG civilian deputy.

Skills

Qualifications

Bachelor degree in Law, Law and Political Science, Management, Public Administration and any other related Fields. Preference is given to higher degrees.
At least three-years’ experience in the related field
Fluency in English, Dari/ Pashto, written as well as the spoken ability
Required computer skills ( MS. Windows and MS. Office program)
Comprehensive knowledge of Analysis Softs and GoIRA Law, policies, and Program system and methods. English language skill is a valuable asset.
