National Deputy Programme Manager


About UN-Habitat

The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable communities, towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, Habitat Agenda, Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and Resolution 56/206.

By working at all levels and with relevant stakeholders and partners, the agency contributes to linking policy development and capacity-building activities with a view to promoting cohesive and mutually reinforcing social, economic, environmental and countries’ policies and programmes in human settlements in conformity with international practices and covenants.

UN-Habitat Afghanistan:

The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992 with funding support of USAID, Japanese and Australian Governments, EU, DFID, CIDA, Swiss Agency for Development and Cooperation (SDC), Kingdom of the Netherlands and several bilateral donors as well as the World Bank. During this period, its Programme expanded to include a wide range of human settlements initiatives, from small-scale neighbourhood level improvement schemes to community empowerment.

Clean & Green Cities (CGC):
The Clean and Green Cities (CGC), is funded by USAID and operates for two years (July 2016 to May 2018). The purpose of this Grant is to provide a basic labor stimulus and stabilization package for nine strategic Afghan cities. The overall objectives of the grant are to (1) improve state –society relations where urban citizens see municipalities delivering basic neighborhood services; (2) establish a cleaner, safer, and healthier urban environment and public spaces; (3) improve urban and household economies, especially for the most vulnerable households, including at risk youth; and (4) increase private sector confidence and investment. CGC will invest in labor intensive urban clean-up, repair, beautification, and basic solid-waste management activities.
The expected impacts are: (i) improve well-being of citizens and urban environmental quality, (ii) increased trust between citizens and municipalities and strengthened government legitimacy, and (iii) augmented economic and labor stimulus to the poorest households which will have multiplier effects on the urban economy, (iv) Increased private sector confidence and investment for job creation.
UN-Habitat has been assisting the Islamic Republic of Afghanistan through a number of projects, both urban and rural, supported by different donors:

The Afghanistan Urban Safety and Security Program (AUSSP):
The Afghanistan Urban Safety and Security Program (AUSSP) is a three-year program that promotes safety and security by strengthening the delivery of urban safety services, improving local government responsiveness and accountability, and enhancing partnerships between government, communities and civil society. The most vulnerable and marginalized groups including women, youth, IDPs/ returnees will be empowered as a key actor of participatory governance and societies.
AUSSP targets eight of Afghanistan’s most strategic cities: Kabul, Herat, Mazar-e-Sharif, Jalalabad, Kunduz, Farah, Nili and Bamyan. It is implemented under the leadership of the Ministry of Urban Development and Housing, the Independent Directorate of Local Governance/ Deputy Ministry of Municipalities, Ministry of Interior Affairs, Ministry of Women’s Affairs and Kabul Municipality, with technical support from UN-Habitat. The Swiss Agency for Development and Cooperation and the Kingdom of the Netherlands fund the program.
The Citizens’ Charter Afghanistan Program (CCAP):
is a Government Program that aims to provide basic services to all citizens of Afghanistan over the next 10 years. The Government will provide the resources and support to construct or rehabilitate infrastructure and provide the most important services – drinking water, health, education, electricity, water systems and roads. CCAP is a national program, implemented by Deputy Ministry for Municipalities (DMM), Kabul Municipality, and other municipalities financed through on-budget mechanisms. UN-Habitat Afghanistan will support and oversee the design and implementation of the urban component of the program; ‘Citizens’ Charter in Cities’.
City for All (CFA):
UN-Habitat is supporting the Government to implement the City for All (CFA) programme in nine municipal authorities (Herat, Farah, Mazar, Jalalabad, Kandahar, Bamyan, Nili, Kunduz and Kabul), between 2016-2020 through two projects: Municipal Governance Support Programme (MGSP) funded by European Union, and Strengthening Municipal Nahias Programme (K-SMNP) funded by USAID. The two projects have the same overall objectives and follow a similar approach. They will henceforth be implemented concurrently under the umbrella CFA programme. The expected outcomes of the programme are: (1) Strengthened municipal capacities and systems for urban planning, land management and municipal finance; (2) Improved municipal service delivery and strengthened social contract between citizens and municipal authorities; (3) Improved enabling environment for municipal governance, local economic development and service delivery.

Housing, Land and Property Task Force (HLP-TF):
UN-Habitat chairs the National Housing, Land and Property Task Force (HLP-TF) together with UNHCR and NRC within the humanitarian coordination system in Afghanistan. The HLP-TF as a part of the Afghanistan Protection Cluster brings together humanitarian, development, human rights NGOs, UN agencies and government counterparts at national and regional levels working on HLP issues to facilitate a systematic approach to housing, land and property rights protection of displaced population, and other persons at risk of HLP rights violations- this includes landlessness and homeless persons.

The HLP-TF aims to achieve its objective by a) improving access to land, b) strengthening security of tenure and adequate housing c) addressing HLP disputes and strengthening access to civil documentation and d) ultimately the durable solutions of the displaced population.

Knowledge Management Unit (KMU):
The overall objective of KMU is to strengthen UN-Habitat in terms of the quality based delivery of programmes, research, publications, and reports and to improve the current and future management of outputs, outcomes and impacts through UN-Habitat Result Based Management policy.
Sustainable Human Settlements in Urban Areas to Support Reintegration in Afghanistan (SHURA):
The overarching intention of the programme is to provide a platform for returnees and protracted IDPs to reintegrate and become productive citizens of Afghanistan as quickly as possible. Integrating the lessons of the past decade of responses to displacement in Afghanistan, the program is based on the rapid identification and allocation of appropriate land to returnees and IDPs in proximity to livelihood opportunities as the foundation for self-reliance. Following the identification of sites, the settlement will be directed based on a comprehensive assessment of sites’ carrying capacity, economically, environmentally and socially. A rapid land allocation process based on collective, ‘permission to stay’ tenure arrangements will allow beneficiaries to occupy land with minimal delays and will form the basis for the subsequent allocation of land titles. Humanitarian assistance will be distributed in locations where returnees and IDPs have access to adequate opportunities to become self-reliant and long term tenure security. Permanent development interventions to improve access to basic services and shelter will be delivered in parallel with humanitarian assistance, augmenting self-reliance, avoiding the creation of dependent ‘camps’ and bridging the humanitarian/development ‘gap’. The SHURA programme thus seeks to provide a platform from which returnees and IDPs can be the driving force behind their own integration and development by becoming productive members of hosting areas.
Project for City Resilience (PCR):

UN-Habitat is planning to implement Project for City Resilience from April 2017 in cooperation with the Government of Afghanistan.
The programme has been addressing Disaster Risk Reduction (DRR) and resilience of Afghan cities at three interlinked levels - community, city and national. It will demonstrate how the post-2015 frameworks and agendas (such as Sendai Framework for Disaster Risk Reduction 2015-2030 (Sendai Framework), Sustainable Development Goals (SDGs), New Urban Agenda (NUA), and Paris Agreement on Climate Change can be localized in a coherent and integrated manner, leading to safe, resilient and sustainable urban development in the country.
UN-Habitat Afghanistan Programme is responsible for providing professional, timely, accurate, effective and efficient support to the country office programme by ensuring that financial resources are unitized in the best interest of the organization and in line with UN rules and regulations. The Operations Section comprise of Finance Management, Human Resources, Procurement, Office Management, Grants/Contracts Management, Information Communication Technology and Security and Safety Units.

Duties and Responsibilities

Programme management:
• Assist in the day-to-day technical and financial management of programme work planning, budgeting, procurement, and monitoring of project activities in the field;
• Assist in the effective and efficient execution of programme activities by working in close collaboration with the relevant institutions and project teams, at the national and local levels;
• Support the Programme Manager in the recruitment, retention and capacity development of national staff, ensuring at least 20% programme staff are female;
• Support in coordination of different programme components among different teams during the implementation of the sub-projects and activities;
• Contribute to field staff in sub-project design, costing, implementation, and project monitoring;
• Contribute and assist field staff for the technical check of sub- project installments, completion reports and other technical related issues.
• Assist programme manager in developing annual implementation programme workplans and to ensure the timely completion of contracted targets;

2) Assist Programme Manager towards UN-Habitat's support to GoIRA and partners:
• Support in identifying and fosterinf opportunities for improved programmatic collaboration with government, UN, NGO and civil society partners;
• Co-ordination and consultation with concerned Ministries, Departments, and Local Authorities to ensure programme alignment with government needs and priorties;
• Coordination of capacity development activities on programme components and technical guidelines;
• Contribute to the consolidation and development of new ideas, concepts, innovations and new programmes and approaches;

Perform other duties and responsibilities which are within the expertise and experience as may be required by ROAP or Country Programme Manager in support of the activities of the agency and programme.

Assessment Method:

Evaluation of qualified candidates for this position may include a substantive assessment
which will be followed by a competency-based interview.


At least a Bachelor’s degree in engineering studies, urban studies, international relations, development studies, political science or related field, or high-school completion qualification in combination with five additional years of qualifying experience may be accepted in lieu of a university degree.

At least three years of experience with:
(i) managing complex urban development programming in Afghanistan;
(ii) providing policy and technical assistance to the government; and
(iii) familiarity with the UN system in Afghanistan.
