The vital statistics officer position is aimed to facilitate implementation of National CRVS Strategy in areas related to death notification, certification and capacity building. The incumbent is to ensure establishment of death notification and cause of deaths certification system in the hospitals and ensure proper reporting based on the ICD-10 coding. The vital statistics officer will be reporting to the head of vital statistics of MoPH. The incumbent will be WHO focal point at the VS department of MOPH.

Duties and Responsibilities

Under the direct supervision of the Head of Vital Statistics department of MoPH, and in close coordination with Manager of Health System Development of WHO, the incumbent is to perform below duties and responsivity.

• Assist the establishment of the deaths notification and certification mechanism at the national, regional and provincial hospitals and health facilities
• Work closely with HMIS for streamlining reporting through the establishment of Start-up Mortality List (SMoL) in DHIS2
• Participate in the death review committees including maternal and newborn death review at national level
• Coordinate with RMNCAH, Central Hospital Directorate, and HMIS on MNDSR related activities
• Train hospital staff on ICD-10 coding and develop the capacity of hospital and health facility medical staff
• Ensure coordination with BPHS and EPHS implementers, Central Statistics Organization, and Afghanistan Central Civil Registration Authority on death reporting, registration and certification.
• Regularly monitor the deaths certification system and MNDSR in the hospitals in Kabul and the provinces
• Ensure the inclusion of the death reporting indicators in the National Monitoring Checklist and MRS
• Produce National hospital mortality statistics for Afghanistan based on received notifications from hospitals.
• Strengthen Verbal autopsy methods for community deaths where deaths do not interface with health facility before burial.

Qualifications

• MD degree or bachelors in public health with two years’ work experience in the health system
• Having fluency in written and spoken English and local languages
• Knowledge of health information system
• Have ability to travel to provinces
