About UNDP Afghanistan
UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. Under the guidance and direct supervision of the National Project Officer (MALARIA), the Project Associate (MALARIA) provides supporting functions to the National Project Officer (MALARIA) and the specific project team to ensure that grant deliverables are met through the following key functions:

Duties and Responsibilities
Ensures the provision of effective and efficient grant management activities, with the following responsibilities:
Assist in the design, development and monitoring of budgets, work plans, milestones and indicators for Global Fund MALARIA programme
Support the National Project Officer (MALARIA), in the SRs’ management and application processes when necessary (development of necessary documents and guidelines for calls for proposals, panel review, etc.) for the MALARIA programme
In consultation with the PIP supports country and CSO partners in the development of strategies to facilitate results-based implementation of programme activities, in accordance with the action plans and within approved budgets
Follow up on performance indicators/ success criteria, targets and milestones, preparation of reports to the donor and UNDP
Analysis of the situation in programme, identification of operational and financial problems, development of solutions
Supports the National Project Officer (MALARIA) in the management of audits for the programme, respond to audit queries, develop action plans to address audit recommendations and ensure timely implementation of audit recommendations
Provides effective administrative support to management of the MALARIA programme focusing on the achievement of the following results:
Initiate the project, entering the MALARIA project into Atlas, and the preparation of required budget revisions
Ensure proper control of the supporting documents for the payments jointly with the National Project Officer (MALARIA), procurement and finance section
Raise requisitions, track expenditures, prepare monthly and quarterly financial expenditure reports, and register of goods receipt in Atlas
Ensure maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas
Conduct timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers
Review of Financial Reports; preparation of non-PO vouchers for the MALARIA programme
Make budget check for requisitions, POs and vouchers.
Provide administrative support for the preparation and facilitation of MALARIA events, including workshops and trainings
Liaise and coordinate with corporate UNDP services to ensure that expected results are delivered in a timely manner.
Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
Assist in dissemination of best practices for the management and implementation of MALARIA programme at the local level
Assist in assessing needs of PIP, SRs and reinforcing capacities for effective programme implementation
Organize trainings for the operations/ projects staff on MALARIA programme
Synthesis of lessons learnt and best practices in MALARIA programme
Sound contributions to knowledge networks and communities of practice
Ensures guidance and capacity building and facilitation of knowledge building and sharing in the PMU focusing on achievement of following results:
Provide guidance and capacity building of PIs, SRs and SSRs on issues of MALARIA
Develop training plan/curriculum for the PIs, SRs, SSRs financial and conducts trainings on GF performance based funding and financial reporting requirements management system
Synthesis of lessons learned and best practices in MALARIA
Sound contributions to knowledge networks and communities of practice and monthly programme Newsletter
Any other task as assigned by the Project Officer (MALARIA).
Ability to identify and execute opportunities to improve operational efficiency
Ability to find, evaluate and engage suppliers of goods and services
Social Determinants of Health
Understanding and practical experience of social determinants of health and the ability to apply them to strategic and/or practical situations
Universal Health Coverage Monitoring
Ability to assess and monitor universal health coverage
Knowledge of logistics operations, principles and methods, and ability to apply to strategic and/or practical situations
Service Delivery Coordination
Ability to coordinate and deliver services in line with service level agreements and standards of excellence in UNDP
Ability to turn raw information into useful knowledge, relevant for context, or responsive to stated need
Ability to effectively communicate intensions and requirements to internal and external stakeholders
Ability to work effectively with diverse groups of professionals towards common goals
Event, Meeting, and Workshop Facilitation
Ability to plan and organize events
Secondary education (High School) is required.
Bachelor degree in medicine, sociology or any social science would be an asset.
Minimum of 7 years with high school or 5 years with Bachelor’s demonstrated experience in providing management support in public health programs is required.
Experience of working with on Global Fund programmes is an advantage;
Sound knowledge about communicable diseases at national level and an understanding of international mechanisms in place to deal with public health issues in Afghanistan and/or other developing country context is desired;
Working knowledge of computers as well as excellent knowledge of Microsoft Windows and Microsoft Office applications is required.
