About UNDP Afghanistan

UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground.

Job Summary

Under the direct supervision of the Head of the Governance Unit, the Programme Officer is responsible for management of UNDP programme within the thematic/sectorial areas assigned. The Programme Officer analyzes political, social and economic trends, and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services.

The Programme Officer works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors, and civil society ensuring successful UNDP programme implementation.

Duties and Responsibilities

Ensuring the strategic direction of UNDP programme:

Analyze UNDP/UN policies and their implementation in the portfolio and advise project team;
Guide and advise UNDP Afghanistan's engagement with Governance on election issues, including monitoring developments and briefing senior management;
Provide technical and substantive support to Governance and election projects and other related activities in the UNDP Country Office;
Participate in needs assessment processes that UNDP may initiate in this area.
Strategic partnerships and support to resource mobilization:

Develop and maintain close cooperation with key government institutions such and other national and international stakeholders, other agencies and donor community;
Participate in meetings and ensuring that plans, activities and resources are optimally coordinated with all partners and relevant programmes/projects;
Liaise with representatives of bilateral and multilateral agencies through informal networking/briefing and formal interaction such as participating in the relevant donor thematic group meetings, consultative groups, etc;
Participate actively in developing and implementing activities in support to the government in its efforts in the area of governance;
Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes.
Creation and coordination of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, civil society, etc;
Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors' priorities;
Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
Ensuring the provision of quality advisory services and facilitation of knowledge building and management;

Promote a strong knowledge management culture in the project and contribute to country office and corporate knowledge management;
Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
Coordination of development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners;
Sound contributions to knowledge networks and communities of practice.
Quality assurance and oversight support on behalf of UNDP CO:

Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
Design and formulation of CO programme within the area of responsibility, translating UNDP priorities into local interventions and coordination of programme implementation with the executing agencies;
Strategic oversight of planning, budgeting, implementation and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations;
Effective monitoring, measuring the impact of the CO programme and evaluation;
Constant monitoring and analysis of the programme environment, timely readjustment of programme;
Expedite project implementation systematically through discussions and correspondences as well as field visits and analysis of periodic project progress reports;
Follow up on audit recommendations. All exceptions are timely reported;
Aggregate reports are regularly prepared on activities, outputs and outcomes;
Preparation of donor reports with the support of the project team.
Play a quality control role in ensuring appropriate use of funds given for governance, strict adherence to budgets, and prompt and accurate reporting on use of funds by partner organizations and to donors.

Bachelor’s Degree preferably in Government, Development, Political Science, Law, Public administration, or other related fields is required.
Master’s Degree in related fields will be an asset.

6 years of experience in relevant field with Bachelor is required.
4 years of experience with Master’s degree in relevant field is desired.
Relevant managerial experience with increasing responsibilities and track record performance working with International organizations, particularly the UN agencies/ UNDP is desired.
Experience in the areas of governance, elections will be an advantage.
In-depth knowledge of governance issues realities in Afghanistan. Prior experience in policy analysis and development. Proven qualities in management and partnership building. Strong communication skills. Ability to coordinate different stakeholders in a complex work environment. Ability to work independently. Able to use computer programs/applications (MS. Word, Excel, Power Point)
