About Ministry of communication and IT

The Ministry of Communications and Information Technology (MCIT), Islamic Republic of
Afghanistanhas received Project Preparatory Grant/Fund from the World Bank to prepare for
execution of DigitalCASA Afghanistan Projectand intends to apply part of the proceeds to hire a
qualified IndividualConsultant to work as Procurement Officerof the Project andto
carry out relevant procurement tasks of the project.

This Consultancy Support will be provided to MCIT at Kabul, under the Project Preparatory Fund of Digital CASA Afghanistan Project.

The aim of the Digital CASA Afghanistan Project is: (i) to expand and strengthen the Regional and National level broadband connectivity based on Optical Fiber Networks; (ii) to boost up digital society and economy through e-Governance initiatives and (iii) to prepare an enabling environment and Regulation for the growth of ICT Sector in Afghanistan. The project will do so by: (a) expansion and strengthening of broadband connectivity in Central Asia and South Asia Region; (b) expansion and strengthening of national broadband connectivity in Afghanistan; (c) Commissioning of a Network called “Govnet” to connect most of the Government Offices at Central and Provincial Government levels; (d) Automation of citizen-centric services through e-Governance initiatives; (e) Automation of e-Governance mechanisms and strengthening of e-Delivery Platforms; (f) framing up of Regulations, Policies, Strategies and Policies for growth of ICT Sector.
To contribute towards achievement of some of the above mentioned objectives of Digital CASA
Afghanistan Project, MCIT has decided to avail the consultancy services of an Individual
Consultant to work as Procurement Officer.

The consultant will work under direct supervision of Senior Procurement Specialist and overall supervision of Director of Digital CASA Project.

Job Summary

The scope of duties of the Consultantwill cover all types of contracts and agreements under the PPG of Digital CASA project. This will involve preparing and managing all aspects of the various procurements, including drafting, on-going contract management and oversight, completion and disposition of the contract files.
This Consultancy Support is essentially required for carrying out the Procurement packages under the Project Preparatory Fund of Digital CASA Afghanistan Project.

The assignment will be up to December 2018, it can be extended further subject to availability of fund and continuation of the project and will involve the following activities:

Duties and Responsibilities

Selected Consultant will execute the following tasks:

• Assist the Senior Procurement Specialist and Digital CASA PIU in theimplementation of policies and procedures related to procurement activities & ensuring that World Bank procurement guidelines are followed in all transactions.
• Undertake the project procurement activities, such as reviewing technical specifications for goods and works; researching markets for procurement bid lists; reviewing Terms of Reference for consultant services; preparation of bidding documents; writing evaluation reports; training of bid evaluation committees.
• Assist and Coordination with Senior Procurement Specialist in preparation of overall procurement plan for Digital CASA and monthly updates of the procurement plan- by indicating the usage and application of budgeted funds.
• Develop tools for capturing procurement data and identify progress towards the achievement of procurement schedules.
• Assist Senior Procurement Specialist in updating the procurement plan in STEP.
• Keep track of all procurement activities on daily, weekly and monthly basis.
• Reviewing of specific procurement issues as required/advised by Management with regards to quality assurance and transparency.
• Assist and Coordination with the Senior Procurement Specialist to ensure the overall integration of the procurement plans and reports.
• Perform routine maintenance of procurement documents and files –electronic and hard copies; ensure all relevant procurements related documentation is up to date and maintained for inspection and audit.
• Coordination with the Finance Department to ensure that payments to vendors are made on time.
• Assist Senior Procurement Specialist inmaintaining accurate soft and hard copies of procurement documents; ensure proper procedures are followed for all procurement documentation filing system.
• Assist the Senior Procurement Specialist in all procurement related issues with the relevant donor agencies and provide procurement relevant reports;
• Undertake other procurement related duties as required by the Digital CASA PIU.

Skills

• Sound knowledge and understanding of procurement law and procurement rules and procedures for public procurement in Afghanistan
• High integrity and accountability, good team work spirit

Qualifications

The Consultant should have the following qualifications and experience:

• Be an Afghan National;
• Bachelor degree in business, Economics or other fields.
• Fouryears of experience with Government development projects, donor funded projects or International Organizations in the management of goods, works and services procurement.
• Minimum of 2 years experience in carrying out procurements responsibilityat International Organizations or under Donor funded projects;
• Sound knowledge and understanding of procurement law and procurement rules and procedures for public procurement in Afghanistan;
• Fluency in English and Dari or Pashto (reading, writing, speaking);
• High integrity and accountability, good team work spirit.

To ensure impartiality, the consultant (including his home office, if any) must not, in any way, be affiliated with business entities that are currently providing or are seeking to provide goods or services to the project.
Deliverables:
The Consultant should submit weekly, monthly and quarterly activitiesreports to Senior Procurement Specialistand Project Director of the Digital CASA Project.
Payment schedules:
The Consultant will be paid on monthly basis, after submission of his monthly Invoice, the Attendance/Activity Sheet of the month andbrief Report, all in English and in any one local language(Pashtu or Dari), duly approved by the Director of Digital CASA Project. Payments will be made within one month after receiving the approved documents.
Support that will be given to the Consultant at Kabul:

MCIT shall provide the following support:
• A suitable working space inside MCITComplex.
• Internet connectivity in Office.
• Mobile phone top-up
• Transportation allowance
