The Ministry of Communications and Information Technology (MCIT), Islamic Republic ofAfghanistan has received Project Preparatory Grant/Fund from the World Bank to prepare forExecution of Digital CASA Afghanistan Project and intends to apply part of the proceeds to hirequalified Individual Consultant to work with the Digital CASA Implementation Unit to carries out the relevant assigned tasks and helping in MCIT capacity development.

This Consultancy Support will be provided to MCIT at Kabul, under the Project Preparatory Fund of Digital CASA Afghanistan Project.

The major aim of the Digital CASA Afghanistan Project is:
(i) To expand and strengthen the Regional and National level broadband connectivity based on Optical Fiber Networks;
(ii) To boost up digital society and economy through e-Governance initiatives;
(iii) To prepare an enabling environment and Regulation for the growth of ICT Sector in Afghanistan. The project will do so by: (a) expansion and strengthening of broadband connectivity in Central Asia and South Asia Region; (b) expansion and strengthening of national broadband connectivity in Afghanistan; (c) Commissioning of a Network called “Govnet” to connect most of the Government Offices at Central and Provincial Government levels; (d) Automation of citizen-centric services through e-Governance initiatives; (e) Automation of e-Governance mechanisms and strengthening of e-Delivery Platforms; (f) framing up of Regulations, Policies, Strategies and Policies for growth of ICT Sector.

To contribute towards achievement of some of the above mentioned objectives of Digital CASA
Afghanistan Project, MCIT has decided to avail the consultancy services of an IndividualConsultants to work with in different sections who pave a path for successful implementation of the project as well capacity development of the ministry through intensive Training Programs.

Job Summary

The objectives of this assignment are to:
i) Support the DCIU with all outreach, public relation and communication activities;
ii) Provide extensive support to the Minister Office and Media & Communication team for digital CASA project public relation and outreach activities.

The consultant will work under the guidance of the Digital CASA Project Director and Minister Office. He/she will also provide advisory and supportive role to the Minister Office in the related fields an efficient and effective manner

Duties and Responsibilities

The consultant will perform the following duties but not limited to:
o Supporting the Digital CASA project in national and international outreach, communication and reporting activities;
o Support and lead the efforts for implementation of effective communications with international partner and donor relations in context of the project mandate;
o Design digital media campaigns aligned with business goals. Coordinate the creation of digital content (e.g. website, blogs, press releases and podcasts). Stay up-to-date with digital media developments;
o Build and execute social media strategy through competitive research, platform determination, benchmarking, messaging and audience identification for Digital CASA project implementation and public awareness;
o Design and lead survey initiatives and analysis public opinion which help successful implementation of the project. Develop visibility material such as brochures, monthly newsletter, update on MCIT website, share stories of special eventsproject.
o Develop, implement and monitor a communication and visibility plan to facilitate better understanding among partners and government about Digital CASA project and ministry other e-governance programs.
o Prepare agendas and prepare briefing materials to the high level management. Provide proof reading, design and production expertise and management. Provide technical expertise in each medium (publishing, electronic, video, and live event management);
o Assist the Minister Office in planning of ICT events, fairs, conferences, exhibition etc. and support the implementation of promotional plans.
o Identifies and develops appropriate communications strategies, policies, manuals and regulations to supportMCIT objectives and deliverables and help successful implementation of the project;
o Capacity development of media and communication staff of the ministry in their fulfillment of media relations roles and provide extensive support on internal and external communications, necessary skills and capacities to deliver the assigned tasks and media results effectively and timely manner;
o Working closely with the Senior Leadership, Minister Office and the Communications Team at MCIT to assess and evaluate existing communications capacity and needs of the ministry, including an analysis on existing communication strategies;
o Participation in the outreach events by collaboration with the ministry media & communication unit.
o Produce high quality Digital CASA and other projects progress report as per the government and donor requirements. Provide high quality editing and formatting for all program related documents;
o Establish Reporting Database to ensure effective, efficient and timely bases information on project progress and ministry activities. Monitor and track the progress on regular basis;
o Provide relevant expert services to the Digital CASA Implementation Unit, program components and ministry departments on reporting and communications and act as a facilitator or trainer;
o Prepare event management tracking system and provide regular reports to the Minister Office on the planned events;
o Travel to the provinces as required;
o Any other task assigned by the supervisor/ ministry leadership.

• Excellent consulting, writing, editing (photo/video/text), presentation and communication skills;
• Demonstrable social networking experience and social analytics tools knowledge;
• An ability to multitask and perform under tight deadlines;
• Proven experience as public relations. Experience in project management and execution of PR campaigns and/or initiatives;
• Familiarity with social media platforms (Twitter, Facebook etc.). Excellent oral and written communication skills. Aptitude in presentation and public speaking;
• Superior written and oral communication skills and interpersonal skills to deal with and influence internal and external stakeholders;
• Excellent written communication skills, including demonstrated experience writing compelling, engaging and effective media releases, opinion pieces, responses and speeches.


Master’s degree or bachelor’s degree in Public Administration, Business Administration, Digital Marketing & Media, International relations, Political Science, journalism, PR, communications or any other relevant field.

With master’s degree minimum 5 years of experience and with bachelor’s degree minimum 7 years relevant professional experience is required;
Language Requirements:
Fluency in English, and proficiency in Pashto and Dari.

Submission Guideline

The Consultant should submit weekly, monthly and quarterly reports to the Project Director ofDigital CASA to reflect the assigned tasks and accomplished activities.

Payment schedules:
The Consultant will be paid on monthly basis, after submission of his monthly Invoice, the Attendance/Activity Sheet of the month and brief Report, all in English and in any one local language(Pashtu or Dari), duly approved by the Project Director ofDigital CASAof the World Bank funded Project. Payments will be made within one month after receiving the approved documents.

Support that will be given to the Consultant by MCIT:
MCIT shall provide the following support:
o A suitable working space inside the MCIT Complex;
o Internet connectivity in Office.
o Mobile phone top-up

Request for Expression of Interest (REOI) by MCIT:
The Ministry of Communications and Information Technology (MCIT) now invites eligible Consultants to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV, Brochures, Description of similar assignments, experience in similar conditions and availability of appropriate skills etc.).
A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January, 2011 edition).
