FAO works with three counterpart ministries â€“ the Ministry of Agriculture, Irrigation and Livestock, the Ministry of Energy and Water and the Ministry of Rural Rehabilitation and Development. The FAO Representation is based in Kabul with regional offices in Herat, Jalalabad, Kandahar, Mazar-i-Sharif and Faizabad and subregional offices in Bamyan, Farah, Ghazni and Kunduz.

FAO assistance in Afghanistan is centered on six priority areas of support agreed with the Government: Fostering agricultural productive capacity; Improved water resource and irrigation management; Formulation and implementation of effective agricultural policies; Improved natural resource management, through sustainable environmental management; Food and nutrition security and enhanced institutional capacities to address issues regarding food safety and quality; Capacity development for emergency management.
This TA component of the On-farm Water Management Project is trying to support the government by facilitating with the required technical expertise. In that concern, FAO in Afghanistan will recruit competent experts for the desired tasks.
One of the deliverables of the project is in terms of the supporting the formulation of National Consultant - Agriculture Mechanization Policy for Afghanistan. This position is expected to support in the finalization of the document. The inputs of the incumbent are to be provided as per its ToR. The consultant is expected to satisfactorily complete the tasks outlined in this document in a timely and professional manner.
Reporting Lines / Supervision Received/Exercised:
Under the overall supervision of the FAO Representative, Head of Operations, direct supervision of CTA and in close consultation of FAO staff, the consultant will provide technical and policy support to the office of Deputy Minister for Irrigation and Natural Resources, Ministry of Agriculture, Irrigation and Livestock (MAIL). The Policy and Coordination Advisor will work and contribute in the assessment, planning and coordination of the agriculture markets, feasibility studies, surveys documents, Greenhouses and cold storages policy development and allocation of resources, Irrigation policy and economic assessment of overall agriculture investments
Impact of Work:
Support FAO and MAIL technically in smooth operation of project in order to identify the possible policy gaps in the selected sectors and sub-sectors related to agriculture. He/ She will play a crucial rule in provision of coordination between FAO and the stakeholders in order to collect consistent and proper data and information.
The remuneration/fee for the post of National Consultant – Agriculture Mechanization Policy Specialist is between USD 120 to USD 150 per working day.

Duties and Responsibilities
Review and assess the current MAIL’s agriculture policies and strategies and provide suggestions for key modifications and adjustments for accelerating improvement of the agricultural sector of Afghanistan.
Develop database all agriculture and irrigation related policies, strategies and laws which were developed and published in Afghanistan;
Provide credible, innovative and practical strategic advice on agriculture and irrigation investments to ensure micro and macroeconomic stability and sustainability in MAIL programmes.
Provide technical support to the MAIL programmatic activities and reform process in the civil service positions of MAIL directorates and the drive for formulation of policies on agriculture mechanization, irrigation development and e-agriculture for Afghanistan in a sustainable approach to obtain clear expectations.
Provide technical support in fostering partnerships between the government, MAIL projects and private sector to foster the adaptation of the sustainable technologies and best agricultural practices.
Support technical and coordination discussions for the MAIL’s Irrigation and Natural Resources subsector programmes formulation; particularly provide technical support in initiating new agriculture economic development programmes and provide support to the new agricultural development markets that are already initiated by MAIL.
Undertake collaborative work with other advisers and experts of the ministry on the projects and priority assignments especially related to irrigation and natural resources and agriculture mechanization.
Provide necessary technical support to the office of the Deputy Minister of Irrigation and Natural Resources to liaise with donors on different new and ongoing on-budget and off-budget projects and its alignment with MAIL strategies and policies, and reporting requirements.
Support the office of the Deputy Minister of Irrigation and Natural Resources for finalizing the drafted Agriculture Mechanization Policy and compliment it with pragmatic strategies for private sector-driven approach through consultations with all stakeholders.
Undertake any other duties required by the Deputy Minister for Irrigation and Natural Resources and the Project CTA.
Mapping done of policy priorities for Agriculture Mechanization in Afghanistan that identifies relevant bodies and documents;
Support in the finalization of the Agriculture Mechanization Policy for Afghanistan;
Development of database all agriculture and irrigation related policies, strategies and laws which were developed and published in Afghanistan;
Technical and legal analysis of the identified documents and policy papers.
Travels to Provinces
Require Travels to Provinces
Advanced university degree in a relevant subject e.g. Agriculture Engineering or closely related field;
At least seven (07) years of relevant work experience in Agriculture Mechanization or other related disciplines with Government of Afghanistan, an international NGO, or UN Organization working in a multi-cultural environment;
Experiences with policy formulation in the field of agriculture (preferably agriculture mechanization) individually or in a team;
Experience in project design, management and implementation;
Excellent interpersonal communications and coordination skills, and proven ability to work constructively with a variety of stake holders to achieve common goals;
Excellent report writing skills
Previous work experience with UN is an advantage.
Other Desirable Skills:
Good understanding and familiarity with UN working methods, policies, particularly with FAO policies, financial and budget, administration and programming procedures is an asset.
Good computer skills with extensive experience with data analysis software such as word processing, spreadsheets, and other software application
Good knowledge of protocol, good judgment and initiative;
Good knowledge of corporate information systems
Excellent knowledge of English and local languages, both spoken and written skills.
