CEPPS will implement a collaborating, learning and adapting (CLA) framework that includes problem analysis and a theory of change that reflects an understanding of the political and contextual dynamics affecting reform and electoral processes. CEPPS will monitor progress toward results and objectives, and conduct periodic reviews assessing performance to ensure that underlying assumptions hold during implementation.
