Job Summary

The position will provide coordination and leadership on gender equality and inclusion. The Gender Manager will ensure the inclusiveness of democracy and governance support and mainstream gender across all aspects of programming. The Consortium for Elections and Political Process Strengthening (CEPPS) will prioritize the inclusion of marginalized communities—including youth and persons with disabilities, particularly in rural and remote areas—throughout all phases of the project and seek to create processes, partnerships, and deliverables that are fully inclusive and representative of Afghanistan’s population. CEPPS will prioritize the engagement of women and youth, particularly in leadership and decision-making positions. Drawing on existing networks with women, youth, and disability activists in Afghanistan, CEPPS will seek to achieve gender parity and equitable representation among program trainers and participants, and will produce inclusive and accessible materials.

Duties and Responsibilities

1. Undertake gender equality and inclusion, analysis of key issues, sectors, and themes of interest to programmatic areas;
2. Provide technical advice and tools in the design of program activities, materials and monitoring and evaluation strategies to ensure inclusion of and sensitivity to diverse participant populations;
3. Provides leadership and act as the technical focal point on gender and inclusion for all CEPPS partners;
4. Advise and mentor colleagues at each CEPPS partner organizations on inclusivity strategies and gender integration with the goal of developing their capacity to better support the implementation of best-practices in program implementation;
5. Support overall efforts by CEPPS to develop and implement effective approaches for integrating women, youth, persons with disabilities and other marginalized groups into the proposed program;
6. Contribute to the capacity development of materials, training exercises, information sheets, reports, website articles and other products required to implement and publicize CEPPS’s gender related work in Afghanistan;
7. Conduct workshops, consultations and meetings with a wide range of stakeholders including Election Management Bodies(EMBs), Civil Society Representatives, women and youth groups to integrate gender equality and inclusion practices in local and national political, electoral and governance processes;
8. Work closely with the CEPPS M&E Manager and NDI, IFES and IRI staff to inform monitoring and evaluation design and to ensure project data collection and reporting comply with CEPPS/USAID’s requirements;
9. Contribute to periodic and quarterly reports and ensure effective monitoring and evaluation of gender equality and inclusion integration;
10. Provide inputs to key program strategy, planning, and M&E documents including theories of change, work plans, etc;
11. Identify and train other national CEPPS staff members on inclusivity strategies and gender integration with the goal of building a sustainable model;
12. Represent the program in CEPPS -related events and build and maintain relationships with CEPPS partners, EMBs, government institutions, media outlets and CSOs;
13. Responds to inquiries and provides technical expertise on gender and inclusion;
14. Monitors and keeps CEPPS partners informed of political, electoral and economic events in country, with specific attention to gender and inclusion.

Skills

1. University degree, in gender/women studies, sociology, economics, political science, international development or related field; Master’s degree preferred. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis;
2. A minimum of seven (7) years of work experience, preferably in the field of democracy and governance, with a minimum of seven (7) years of experience designing and implementing activities related to gender equality and inclusion;
3. Extensive analytical experience pertaining to gender equality and inclusion;
4. Experience in supporting USAID or other donor-funded development programs on gender equality and inclusion preferred;
5. Experience with Google Apps (Gmail, Calendar and Google Drive), interviews, focus groups, and research from secondary sources;
6. Ability and willingness to travel to the regional hubs and provinces;
7. Superior knowledge of word processing and spreadsheet applications;
8. Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, donor organizations and CEPPS’ local partners;
9. Fluency in English ( working language) and language skills in Pashto and Dari required.
10. Excellent inter-personal skills and communication skills, including presentation skills – in local and English languages.
