The Islamic Republic of Afghanistan has received a grant from the World Bank for the Afghanistan Second Skills Development Project (ASDPII). The project aims to improve the quality and relevance in the formal TVET system in priority trades by supporting delivery of priority trades, operationalization of lead institutes, teacher policy development and implementation, curriculum reform, upgrading TVET Teacher competencies, Teacher assessment, international in service training and domestic in service training. The project is seeking a Senior Gender Officer to take lead of enriching and implementing ASDP II Gender Policy.

Job Summary

Under the general supervision of the ASDPII Director, the Senior Gender Officer will be responsible to mainstream gender in the project interventions and to mitigate the adverse impact on the project activities. In addition, the position will be responsible to maintain close collaboration with the relevant TVETA departments on the provision of relevant gender policies of the government of Afghanistan.
The ASDP II will hire a qualified Senior Gender officer to manage and oversee the implementation of the gender/equity as described in the Gender policy and manual. The Senior Gender officer will work under direct supervision of ASDP Director and will report to him/her.

Duties and Responsibilities

1. Develop appropriate gender strategy/action plan for the project in accordance with the overall gender/equity strategy of TVETA and monitor and report on its implementation;
2. Develop training materials for workshops promoting gender balance in education i.e. Workshops for Institutes Gender Offices, Management, and other relevant staff;
3. Facilitate workshops; convene meetings and discussions that promote gender equity/ equality and women empowerment in TVET;
4. Ensure that project targets for gender are met, and provide inputs to project monitoring and evaluation systems including the appropriate use of gender and social inclusion indicators;
5. Establish gender‐disaggregated information requirements for data collection activities and reports; and highlight gender-based constraints and issues in connection with all assessments, surveys, studies, etc.
6. Provide technical assistance to and oversee the development and implementation of the Gender Equity Inclusion Strategy Working collaboratively with project management, design and implement sub-activities to foster understanding of gender inclusion concepts among project personnel and implementing partners;
7. Represent the Gender in conferences and meetings at the level TVET
8. collaboration on gender aspect in TVET
9. Provide technical assistance to the implementing of grievance redress mechanism in the project from gender point of view.
10. Contribute in creating gender friendly and harassment free environment in all TVET institutes especially those under the project by implementing the anti-harassment guideline issued by the government and similar policies and guidelines.
11. Making sure of female participation in the project activities;
12. Maintain close linkage for flow up of information between World Bank and ASDP II Project regarding Gender issues in project implementation;

Qualifications

Minimum of BA in social science, gender or other relevant field, with minimum 4 years of experiences in similar works with exposure to participatory development in gender and social and related works
• Familiarity with relevant national policies and legal frameworks relating to gender, and Social issues
• Willingness to travel to the field
• Good knowledge of computers
• Good English language skills (written and verbal) and fluency in Dari required, and fluency in Pashto preferred
