WASH Promotion Officer in Healthcare Facilities

Clean drinking water, improved sanitation and hygiene are essential for better health and nutrition. Improved Water, Sanitation and Hygiene (WASH) prevents diarrheal diseases, under-nutrition, respiratory diseases, skin diseases and many more. Moreover, sufficient and clean water along with safe sanitation facilities are required for healthcare facilities to function well and to provide quality healthcare services especially for women and children. Hand washing with soap can prevent new-born deaths at healthcare facilities substantially. Healthcare facilities can also play effective role in promoting good hygiene practices among patients and clients.
Globally the situation of water, sanitation and hygiene is not promising in healthcare facilities. According to a study some 38% of healthcare facilities in low and middle income countries lack access to basic water supply and around 20% of them lack sanitation. Furthermore, 35% of healthcare facilities do not have water and soap for handwashing.
The situation may not be different in Afghanistan as some assessments show that many health centres lack adequate WASH facilities. The HMIS data for 2015 shows that about 26% of Primary Healthcare facilities do not have safe drinking water (32% Basic Health centers and 14% Comprehensive Health Centers) and 57% don’t have safe latrines.
Moreover, healthcare facilities in Afghanistan don’t necessarily play an active role in promoting improved hygiene behaviour to advance health and nutrition outcomes. Additionally, healthcare providers and managers of healthcare facilities might not have adequate capacity and motivation to integrate WASH as an important determinant of improving health and wellbeing of people in their day to day activities. The healthcare facilities and its staff, particularly the community health supervisor do not have strong linkage with sanitation programs both at community and schools.
UNICEF is working with government and other partners to ensure access to clean drinking water, safe sanitation to all Afghan people. The global sustainable development goals also call for universal access to water and sanitation. Moreover, it will continue improving WASH in institutions including healthcare facilities. UNICEF, together with the MoPH and other relevant partners will address the inadequacies around WASH in healthcare facilities through an organized and coordinated manner with engaging key partners such as MoPH, MRRD and NGOs.
This position is created for WASH in healthcare facilities promotion officer to manage an initiative supported by UNICEF to improve situation of WASH in healthcare facilities.

Job Summary

The WASH in healthcare facilities promotion officer will work under the supervision of director of Health Promotion/ ANPHI of Ministry of Public Health.
To assist the WASH in healthcare facilities program designing, implementation and evaluation in the target areas.

Duties and Responsibilities

 Support the conceptualization of WASH in healthcare facilities in Afghanistan
 Compile and finalize national standards for WASH in healthcare facilities
 Carry out day to day follow up and management of WASH in healthcare facilities at MoPH
 Monitor and supervise implementation of WASH in healthcare facilities interventions at the field
 Conduct training sessions for health care providers on WASH in healthcare facilities
 Assist design and development of communication materials, e.g. poster, brochure, etc.
 Provide monthly and quarterly progress report WASH in healthcare facilities
 Assist national hygiene and sanitation promotion team as per need;
 Any other assignment given by the supervisor;


 Fluency in English, Pashto and Dari languages is must;
 Must have good command of computer skills;
 Should have excellent report writing skills;
 Should be able to travel inside or outside Afghanistan.


 Having Bachelor degree in medicine or public health from a recognized university;
 At least two years of professional work experience in any discipline of public health;
 Fluency in English, Pashto and Dari languages is must;
 Must have good command of computer skills;
 Should have excellent report writing skills;
 Should be able to travel inside or outside Afghanistan.
