Governmental officeThe Ministry of Public Works (MPW) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Public works.

Job Summary

The Procurement Specialist is expected to drive best practices in procurement management, management and administrative management within the organization to maximize efficiency and growth. implementation of the procurement Strategy.

Duties and Responsibilities

• The incumbent for Procurement Specialist is to provide advisory and practical assistance in advisory, managerial, development and implementation functions activities in specialized area.
• Provide advices in all special terms of procurement activities of MoPW procurement department.
• Support and advice the procurement technical assistants in managing, supervising and organizing all resources within defined boundaries for procurement department.
• Have knowledge of provision and arrangement of Afghan procurement laws and policies.
• High level advisory to procurement director and other top management bodies related procurement activities.
• Maintain coordination with all departments in such a functions as biddings, meetings, projects follow up and etc.
• Revision and analyze all technical documents, data and prepare short report to the director of procurement.
• Establish and maintain coordination between MoPW procurement department and Afghan National Procurement Authority to follow up on projects and other important issues.
• Preparing of strategic plans of procurement.
• Analyze and draft accurate and up-to-date information to higher management to help the bodies in making decisions.
• Provide technical advices in preparation of contracts to be according Afghan government procurement laws and international donor’s procurement procedures.
• Assist the director of procurement in proper due paperwork including purchasing process, bid analysis, Goods receiving notes, Payment and etc.
• Analyze the tender documents, announcements, conduct supplier orientation meetings on tenders and ensure appropriate tender delivery and receipt to gather with team.
• Monitor, track and expedite all procurement activities and delivery status.
• Ensure transparency, competitiveness and integrity of the procurement process under Afghanistan procurement Law.
• Any of the duties as required by higher authorities in accordance with laws, regulations and objectives of the ministry/Procurement Directorate
• Any other assignment as required by the supervisor.

Skills

Skills:

• Excellent Computer skills in operating MS Windows and MS Office programs.
• Proficiency in MS Excel, Word, PowerPoint and MS project.
• Proficiency in English, Dari and Pashto (Reading, Writing and Speaking)
• Excellent interpersonal Skills
• Self-discipline, integrity and ability to work under pressure to meet tight deadlines.
• Excellent Computer skills in operating MS Windows and MS Office programs.
• Demonstrated ability to training and build capacity of department staff.
• Proven organizational, negotiation and problem solving skills.
• Excellent communication skills (both oral and written).
• Self-discipline, integrity and ability to work under pressure to meet tight deadlines.

Job Requirements:

• NTA (5) year's of relevant experience with bachelor’s degree in Public Administration, Business Administration, Business Management and Economics.
• Proven background in similar positions.
• Must have relevant technical knowledge.
• Motivation/Self Reliance
• Be familiar with Afghan Taxation Law
• Be familiar with NPA system
• Be familiar with Afghan Procurement law and guidelines

Qualifications

Bachelor’s degree in Public Administration, Business Administration, Business Management and Economics.
