Governmental officeThe Ministry of Public Works (MPW) is responsible for the planning, monitoring, maintenance and development of the various transport infrastructure projects such as Roads, Bridges, Culverts, Railway and Airport in the government of the Islamic Republic of Afghanistan. Therefore to enhance the capacity to strengthen its ability to deliver effective, efficient and transparent services in MPW the Human Resource Directorate wishes to recruit the following staff on contract basis from development Budget for the Ministry of Public works.

Job Summary

Under the direct supervision of PMU Director, the Senior Accountant is responsible to provide effective and efficient support to the KCRRP and MPW management and acts as a supervisor to budget section of the finance department. He/ She has to prepare B3 at the start of each fiscal year. Moreover, he has to prepare allotments and M16’s as per budget plan. He is responsible to control all the activities occurring within the budget unit.

Duties and Responsibilities

• Preparation of annual budget.
• Division of budget as per forecast financial plan of the project.
• Preparing, check, processing & follow up of allotments for works, Non-works and salaries.
• Reporting of works, Non-works, budget reconciliation with MoF, IDB and MOPW.
• Assisting the head of finance in preparation of operation plan.
• Assisting the operation Unit in processing and reconciliation of operation cash advance expenses with IDB.
• Coordinating vendor forms with contract management and procurements of goods.
• General record keeping of financial transactions and documentations.
• Any other task to be assigned by Project Director.
• Participate in preparation of annual and quarterly work plans, prepare quarterly advance requests for IDB/MPW format;
• Participate in quarterly work planning and progress reporting meetings with the Project Director and IDB.
• Verify, allocate, post and reconcile accounts payable and receivable.
• Produce error-free accounting reports and present their results.
• Analyze financial information and summarize financial status.
• Spot errors and suggest ways to improve efficiency and spending.
• Provide technical support and advice on Management accountant.
• Review and recommend modifications to accounting systems and procedures.
• Manage accounting assistants and bookkeepers.
• Participate in financial standards setting and in forecast process.
• Provide input into department’s goal setting process.
• Prepare financial statements and produce budget according to schedule.
• Assist with tax audits and tax returns.
• Direct internal and external audits to ensure compliance.
• Plan, assign and review staff’s work.
• Support month-end and year-end close process.
• Develop and document business processes and accounting policies to maintain and strengthen internal controls.
• Liaise with our Financial manager and Accounting manager of IDB/MPW to improve financial procedures.

Monitoring and Progress Control:

• Monitor and control the activities at budget unit and verification of the contractor’s payments that are sent by the contract management.
• Financial management control of KCRRP/MPW budget and assuring that the budget is being disbursed base on the approved budget lines.
• Compliance with Gov. Rules, regulations, policies and procedures ensured, and organization financial management process implemented in line with the financial set-up of the KCRRP/MPW.
• Final Product of staff.
• To process the M16’s at MoF& IDB in order to transfer the cash into the bank accounts of the contractors.
• To have a transparent and accountable management at budget unit.
• Capacity building and development.
• Monitor the daily financial activities of budget unit’s staff.
• Any additional, relevant tasks as requested by the management

• Excellent Computer skills in operating MS Windows and MS Office programs.
• Proficiency in English, Dari and Pashto (Reading, Writing and Speaking)

Job Requirements:

• NTA (5) years’ experience in relevant field Bachelor’s in Public Administration, Business Administration, Business Management and Economic. Master degree is preferred
• Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people;
• Proven background in similar positions.
• Good working knowledge of MS. Office application, email and able to easily navigate internet.
• Good working skills in report writing in English and Dari.
• Knowledge of Gov. and IDB rules and regulations would be a distinct advantage.
• Be willing and able to meet tight deadlines and work long hours when required.
• Good knowledge of capacity building and capacity building need assessment.
• Be familiar with Afghan Taxation Law
