National Skills Development Program (NSDP)
The National Skills Development Program (NSDP) is a National Priority Program (NPP) established after the April 2004 Berlin announcement made by former President H.E. Karzai. The overall goal of the NSDP is to contribute to the socio-economic recovery of Afghanistan through building a national Technical and Vocational Education and Training (TVET) system which is responsive to labor market needs and which provides Afghans with the knowledge and skills for decent work.
The NSDP has a Steering Committee, which consists of 9 relevant Ministries with the Ministry of Labor, Social Affairs, Martyrs and Disabled (MOLSAMD) designated as a lead Ministry. The NSDP operates as a self-contained entity as a National Priority Program of the Government of the Islamic Republic of Afghanistan; mainly financed from the Afghanistan Reconstruction Trust Fund (ARTF) through the Ministry of Finance, the World Bank and other funding agencies.
The country is facing high unemployment rate, skills mismatch and shortage of skills labor force, despite the country is relying on foreign skill assets in certain new emerging sectors. In order to cope of the issues, the government needs updated labor market supply and demand information for developing and implementation of strategic actions.
Ministry of Labor, Social Affairs, Martyrs and Disabled (MoLSAMD) expected to have the labor market supply and demand information through
A. Analysis the existing labor market supply data set of the Afghanistan Living Condition Survey (ALCS) 2016-2017 of the Central Statistics Office (CSO),
B. Labor Market Assessment covering both formal and inform businesses across the country to be carry out by a consultancy services firm.
The Labor Market Information Analyst-LMIA (International) is expected to i) Preparing Analysis Report of the existing labor market supply data set of the ALCS 2016-17 ii) Preparing a Labor Market Supply and Demand Report covering activity A and B, and iii) Capacity building of the LMIA Directorate via on the job training and conducting capacity workshops.
The Labor Market Information Analyst (International) will report, overall, to the NSDP Director and on a day-to-day basis to the LMIA Directorate. The LMI Expert is also expected to work closely with relevant directorate of ministry.

Duties and Responsibilities
The duration of the assignment is expected to be 5 over 8 months and will involve the following activities:
Developing a succinct work plan for all activities listed below;
A- Preparing Analysis Report of the existing labor market supply data set of the ALCS 2016-17.
o Close consultation with CSO for acquiring required data set of the ALCS 2016-17.
o Close consultation with relevant stakeholders for better understanding the labor market trend of the country.
o In-depth analysis of the household data of the ALCS for labor market supply
o Preparing a comprehensive labor market supply analysis report from the ALCS data
B- Preparing a Labor Market Supply and Demand Report covering activity A and B.
o Closely working with Labor Market Consultancy Services Firm to be hired under MoLSAMD.
o Making sure that labor market assessment tools and methodology developed by the consultancy services firm are as per the research standards.
o Providing technical support to the LMI Directorate and NSDP for supervising the labor market consultancy services firm.
o Review and provide timely feedback to the consultancy services in all steps of the labor market assessment.
o Making sure that all the applicable Key Indicators of the Labor Market (KILM) are covering in the labor market supply and demand study, especially those indicators which relate to the socio-economic and labor market issues pertaining in Afghanistan at this time.
o Producing a nation-wide labor market supply and demand Analysis Report with in-depth province and district wise analysis.
C- The LMI Analyst is also expected to work closely with relevant directorate of ministry.
o Capacity assessment of the LMI Directorate and preparing capacity building plan accordingly.
o Assessing the skills training needs of the LMID counterpart staff and other NATEJA/ NSDP project team members, and maintaining an ongoing range of capacity building, on-the-job training activities against a set of assessed, staff development indicators;
o Supporting LMI Directorate in establishment a system for collecting, analyzing and reporting on the labor market information country-wide;
o Providing mentoring support to the LMI directorate staff in daily labor market activities
o Conducting at least one capacity building workshops to the central and provincial LMI directorate staff.
o Conducting at least 2 consultations workshops [1- Labor Market Supply Report and 2 Labor Market Supply and Demand Report]
a. Master’s degree in economics (preferably in labor economics), livelihoods and human resource development, labor market studies, or other relevant field relating to human resources development; PhD is preferable;
b. A minimum of 5 years specialized experience in research preferably in Labour Market;
c. Ability to lead a research team;
d. A thorough understanding of the Key Indicators of the Labor Market (KILM), and their applications in developing countries;
e. Ability to work closely with counterpart staff and related agency staff;
f. Ability to work effectively in a challenging environment;
g. Be self-motivated;
h. Excellent English writing
i. Ability to run a statistic software independently (e.g. SPSS, STATA, ATLAS software,” and advance excel techniques); and
j. Excellent report writing skill.
