Job Summary

The Human Resources Officer position is created to facilitate new hires for GTR, which includes, screening, recruiting, interviewing and placing staff. The position will be working under the direct supervision of Human Resources Manager and facilitating him/ her in all strategic activities along with day-to-day operational activities. The HR Officer must be a competent professional and the working station will be based in Kabul.

Duties and Responsibilities

• Identify and analyze the staff vacancy, developing the job description, advertising the position, and longlist the potential candidates.
• Arrange the written test, schedule the interviews, participate in the interview and select the best suitable candidate. Prepare the personnel forecast to project employment needs.
• Update and maintain accurate records of HR files and personnel records;
• Facilitate timely trainings of staff, such as new hired orientation, code of business conduct, standards training, workplace dress code, leave and other policies.
• Draft Letters such as employee’s verification, job offer, termination, appreciation, experience …etc.
• Support HR Manager in the development and implementation of HR initiatives and systems
• Administer Payroll and make sure that staff gets pay correctly and on time.
• Negotiate Job Offers, Employment contracts, salaries, working conditions or redundancy packages with staff and representatives.
• Support HR Manager in the development and implementation of HR initiatives and systems
• Draft weekly and quarterly HR reports in close coordination with the Human Resources Manager.
• Process, audit for errors and keeping the soft and hard record of payroll, attendance report, recruitment file, and other documents.
• Ensure that all staff are appraised regularly and set (in consultation with direct line manager of the concerned employee) objectives in support of GTR’s strategic goals and that the appraisal information is analyzed in order to identify skills gaps, training needs as well as the breakdown of poor, satisfactory and high performing staff.
• Respond to all personnel and performance issues in an effective and professional manner, with support of Human Resources Manager.
• Plan and conduct new employee orientation to foster positive attitude toward organizational objectives.
• Generate different reports and keep them for record.
• Maintain records and compile statistical reports concerning personnel-related data such as hires, rotations, performance appraisals, promotions , and absenteeism rates.
• Assisting Human Resources Manager in reviewing employee’s probation and annual performance evaluation forms and ensure effectiveness, compliance and equity.
• Facilitate the separation of employee as per GTR’s procedure and processing final sentiments as per policy.
• Provide current and prospective employees with information about policies, job duties, working conditions, monthly package, and opportunities for promotion and employee benefits.
• Perform difficult staffing duties such as administering disciplinary procedures and implementing the management’s decision to fire employees.
• Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.
• Other Tasks or responsibilities assigned by the line manager.


Good interpersonal communication skills, creative, proactive, Self-control, taking initiatives and to work under pressure.
Must be good with using computer (MS Office Package).


University degree (Bachelor) of Business Administration major in Human Resource Management, Public Administration, Commerce, or other relevant discipline, or equivalent. Additional study or training in Human Resources Management. Masters degree in the relevant field is preferred.
3 years of progressively responsible Human Resource work, experience in terms of the job tasks and responsibilities outlined above required.
Human Resources related work experience with business organizations is preferred.
