The ITC Poor Communities and Trade Programme (PCTP) and its Ethical Fashion & Food Initiative aim to reduce global poverty by involving micro-entrepreneurs from the developing world in international and regional trade. In other words, the Programme enables marginalized communities of micro-entrepreneurs to be part of the international fashion and agricultural value chains through a business infrastructure, tailored around a unique system of work that enables these communities - mostly women - to thrive in association with the talents of the agricultural world. This system of work also involves consumers, through the application of a specific communication strategy, geared to increase awareness on the story behind each product and allowing people to make informed choices in their purchasing behavior.
The Ethical Fashion & Food Initiative is defining the detailed work plan of a project in Afghanistan, funded by the European Union. In this context, EFI is looking to hire a National Staff in Kabul who, under the guidance and direct supervision of the Poor Communities and Trade Programme (PCTP)’s Chief Technical Adviser, the Head of the Inclusive Agribusiness Systems, EFI’s Social Affairs Officers and in collaboration with local consultant teams in Afghanistan will be responsible for assisting, supporting and overseeing project activities on a day-to-day basis to facilitate project implementation.
The liaison and operations officer will work under the general supervision of ITC’s Chief Technical Adviser and the Head of Inclusive Agribusiness Systems and under the direct supervision of the Social Affairs officer of PCTP/DCP.

Duties and Responsibilities
The National Staff will be responsible for the following duties:
Performs a wide range of office support and operational functions.
Responds or drafts responses to routine correspondence and other communications; uses standard word processing package to produce a wide variety of large, complex documents and reports.
Monitors processes and schedules related the unit’s outputs, products, tasks, etc.; where applicable, assists in the verification of receipt and accuracy of requisite documents, approvals, signatures, etc. to ensure compliance with relevant legal, financial and other requirements.
Researches, compiles and organizes information and reference materials from various sources for reports, work plans, studies, briefings, meetings/conferences, etc.
Generates a variety of standard statistical and other reports, work orders, etc., using various databases.
Proofreads documents and edits texts for accuracy, grammar, punctuation and style, and for adherence to established standards for format
Screens phone calls and visitors; responds to moderately complex information requests and inquiries (e.g. answers requests requiring file search, etc.), and as necessary, refers inquiries to appropriate personnel for handling.
Provides logistics support to Geneva team mission planning, meetings, boards, committees, conferences, etc. in the feild
Assists in the preparation of presentation materials using appropriate technology/software.
Maintains calendar/schedules; monitors changes and communicates relevant information to appropriate staff in Kabul
Performs data entry and extraction functions.
Reviews, records, distributes and/or processes mail and other documents; follows-up on impending actions.
Updates and maintains large distribution lists; monitors, prepares and distributes various materials, reports, where possible using electronic formats; handles arrangement for printing and translation as necessary; coordinates shipment arrangements, courier services, etc.
Maintains files (both paper and electronic) and databases for EFI activities in Afghanistan in collaboration with National Staff from Herat.
Assists in providing software and office equipment support.
Provides guidance to less experienced staff on general office processes and procedures, computer applications, etc.
Performs other duties as assigned.
Impact of Results;
The key results have a direct impact on the success of the implementation of the overall project, ITC’s visibility and business development in the region and the economic development of Afghanistan thorough enhanced ethical trade in the fashion and food sectors.
Ability to effectively communicate intensions and requirements to internal and external stakeholders
Ability to work effectively with diverse groups of professionals towards common goals
Ability to capture, develop, share and effectively use information and knowledge
Ability to manage day-to-day office activities (including but not limited to travel management, facilities and asset management, policy and procedures
High School Diploma and University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be a requirement.
A minimum of 5 years of experience with Bachelor’s and 7 years with High School Diploma in general office support or related area.
Previous experience in the UN or specialized agencies of the UN system desirable.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems. Knowledge of UMOJA is highly desirable
Fluency in written and spoken English is required.
Fluency in written and spoken Pashto and Dari is desired.
