The Government of the Islamic Republic of Afghanistan (GoIRA), through its 2006 Afghanistan National Development Strategy (ANDS), set out ambitious three to five year goals for increasing access to electricity. The aim was for electricity supply to reach at least 65 percent of households and 90 percent of non-residential establishments in major urban areas and at least 25 percent of households in rural areas. This would have represented a considerable increase over the rate of electrification – which had last been reliably estimated at six percent nationwide in 2003. More recent estimates suggest that some 25-30 percent of households have access to grid electricity. There appears to be no reliable estimate for the number of people with access to off-grid electricity although there is some 134MW of small hydro, diesel generators and solar power installed.
Grant Agreement between the Islamic Republic of Afghanistan (hereinafter called the recipient) and Asian Development Bank (hereinafter Called) ADB.
The Recipient and ADB entered in to the Framework Financing Agreements for the purposes of Multi tranche financing facility to help the Afghanistan fund projects and subprojects under its energy section development investment program.
The projects will promote economic development and will contribute to poverty reduction by ensuring sustainable and reliable electricity supply, it well improve power transmission and distribution infrastructure through rehabilitation, augmentation and expansion of the primary high-voltage and low-voltage transmission networks, and will promote rural electrification and development of renewable energy
Under the direct supervision of Liaison and Communication Officer, the Officer is responsible to provide effective and efficient support to Edit/Publish contents related to projects progress, status and situation. Specific duties will include:

Duties and Responsibilities
a. Assist in collecting information and data from PMO Programs and Projects are captured, document, analyzed, reported and published in a timely manner.
b. Answering enquiries from the press or other media representatives on behalf of DABS / PMO.
c. Writing press release and news reports about the work of all PMO Programs and Projects.
d. Developing media contacts
e. Monitoring media coverage
f. Attending press conferences and media interviews.
g. Information members of the public about events and initiatives
h. Performs a wide range of office support and operational functions.
i. Responds or drafts responses to routine correspondence and other communications; uses standard word processing package to produce a wide variety of large, complex documents and reports.
j. Monitors processes and schedules related the unit’s outputs, products, tasks, etc.; where applicable, assists in the verification of receipt and accuracy of requisite documents, approvals, signatures, etc. to ensure compliance with relevant legal, financial and other requirements.
k. Researches, compiles and organizes information and reference materials from various sources for reports, work plans, studies, briefings, meetings/conferences, etc.
l. Generates a variety of standard statistical and other reports, work orders, etc., using various databases.
m. Proofreads documents and edits texts for accuracy, grammar, punctuation and style, and for adherence to established standards for format
n. Screens phone calls and visitors; responds to moderately complex information requests and inquiries (e.g. answers requests requiring file search, etc.), and as necessary, refers inquiries to appropriate personnel for handling.
o. Reviews, records, distributes and/or processes mail and other documents; follows-up on impending actions.
p. Updates and maintains large distribution lists; monitors, prepares and distributes various materials, reports, where possible using electronic formats; handles arrangement for printing and translation as necessary; coordinates shipment arrangements, courier services, etc.
q. Maintains files (both paper and electronic) and databases for PMO activities.
r. Assists in providing software and office equipment support.
s. Provides guidance to less experienced staff on general office processes and procedures, computer applications, etc.
t. Support M&E/communication and reporting Head of Departments in organizing and managing seminars, workshops, press conferences, taking photos during events and field visits as required;
u. Assist in preparing and editing press releases, success stories, program-related progress reports and documents;
v. Ensure the maintenance of sound filing system and appropriate use and recording of all M&E/communication and reporting unit documentation;
w. Other related tasks by Communication, Reporting and M&E Departments
• Work independently and assist with multiple projects, priorities, and locations.
