About UNDP Afghanistan
UNDP has administered the Law and Order Trust Fund for Afghanistan (LOTFA) and supported the payment of salaries of the police officers, institutional development of the Ministry of Interior Affairs (MOIA) and police professionalization of the Afghan National Police (ANP) since 2002. Based on consultations conducted in 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and corrections) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption. Accordingly, the following three Thematic Windows have been identified for the Trust Fund: 1) Security; 2) Justice; 3) Anti-Corruption; and 4) MOIA Payroll.
Subsequently, the LOTFA structure is under revision to bring it more in line with international standards and best practices on Trust Fund management and administration. The LOTFA Steering Committee is set to approve the new Trust Fund Terms of Reference (TOR) in the second half of 2018.
Under the new Trust Fund, new project(s) will be designed and developed in alignment with the national strategies, plans and policies and with the Fund’s Strategic Framework. One of these projects, the Transitional Support to MOIA (TSM) project, will commence through a Project Initiation Plan (PIP), which will be developed as a project at a later stage and subsequently placed under the new Trust Fund. The current PIP will conclude existing project deliverables associated with Ministry of Interior Affairs (MOIA) requested areas of support, while also engaging in new initiatives providing opportunities for the MOIA to demonstrate to the Afghan people direct impact and high visibility of the Afghan National Police (ANP) in its community policing role. Initiatives such as these will help bring the police closer to the communities they are serving.
UNDP is supporting the construction of an office structure for MOIA’s Deputy Minister for Support. The Ministry of Urban Development (MOUD) is finalizing the construction work, while UNDP focuses on the conduction of quality assurance and quality control over the construction through a third-party company. Throughout this process, close coordination and communication will be maintained between MOIA, MOUD, UNDP and the donor.
Under the overall supervision and guidance of the Project Manager, the Senior Project officer is responsible for carrying out the functions and tasks as per this Terms of Reference (ToR).
The incumbent of this position will act as the counterpart to the Project Manager, i.e. administer, backstop, and governmental liaison. The incumbent will work in close collaboration and daily contact with the project partners in implementation of all tasks and activities of the ToR. All tasks will have to be conducted promptly and according to the project implementation plans. A key objective of this position is to systematically and effectively transfer technical knowledge to, and to build capacity of, the partner organizations and the individual counterparts in these organizations. The results of the knowledge transfer and capacity-building activities constitute the main criteria of performance assessment for this position.
The capacity-building activities depend on the area of work and may entail – but are not restricted – to the following:
• Undertake research to identify best practices.
• Help to locate and access knowledge and expertise.
• Provide prompt and high-standard technical inputs to partner institutions.
• Proactively initiate and stimulate dialogue around technical issues with staff in partner organizations.
The Senior Project Officer will be based in the project office at the Ministry of Interior in Kabul.

Duties and Responsibilities
Support effective and efficient project management supporting implementation of project development plan:
Provide pro-active follow-up and support on the day-to-day coordination and implementation of the project following best practices of project and result-based management; Coordinate technical inputs in support to planned project activities in consultation with project technical experts, implementing partners, and other project stakeholders;
Draft ToRs and other technical documentations for further review by Project Manager;
Follow-up with the logistical, administrative arrangements, and project related procurement and HR procedures with close consultation with relevant UNDP departments;
Follow-up in ensuring the implementation of the recommendations of independent evaluation reviews and/or audits, as approved by UNDP Management;
Provide technical advice to implementing partners and stakeholders to perform tasks related to project activities efficiently and effectively;
Support and coordinate the implementation of project activities with implementing partners and relevant stakeholders;
Participate and provide inputs in preparation of Annual Project Reviews, work plan, procurement plan and HR plan;
Work closely with the UNDP security focal point to ensure project safety and security of the project team;
Organize and supervise the activities of various administrative project team members ensuring that administrative tasks are performed accurately and effectively; e.g. asset management;
Undertake other duties as assigned by the Project Manager.
Support monitoring and reporting of project activities with close collaboration with project partners and stakeholders:
Support with conducting joint spot checks and preparation of reports on the same;
Prepare and complete substantive and technical programme management inputs to regular reports (monthly, quarterly, and annually) and propose activities to be implemented in the next reporting period;
Assist with the logistical arrangements of independent evaluation reviews and audits related to the mission of the project;
Assist in the logistical arrangements for project management and quality assurance meetings with implementing partners and relevant stakeholders;
Draft agendas, correspondence, memos, letters, recommendations, proposals/concept notes, and other project related documentations and correspondences;
Make field visits and/or facilitate arrangements for joint monitoring visits to project sites as per the requirement of the project;
Assess project risks and devises mitigation measures thereof, relaying information to Project Manager;
Complete other relevant assignments as directed by Project Manager.
Support implementation of project visibility and knowledge management activities:
Follow-up the implementation of visibility activities;
Ensure financial reports, payment vouchers, project related reports, and other project correspondences are accurately filed;
Provide substantive inputs to presentations, visibility activities, advocacy, and other project-related materials, etc.;
Support UNDP Communication focal points with preparation of draft articles and success stories to be placed on UNDP websites;
Maintain a filing system with records of articles in newspapers, presentations, financial reports, and project asset inventory.

The results of the work of Senior Project Officer have a direct impact on the implementation of the project and the achievement of results. Specifically, the results have an impact on the planning, implementation, monitoring and coordination of project activities and resources (human, financial, material assets etc.) in order to meet expected results, and contribute to the overall success and impact of the UNDP office work in Afghanistan.

Bachelor’s degree in Business or Public-Sector Administration, International Relations, Economics or other similar fields.
Additional training or certification in project or financial management would be an advantage.
At least 6 years of progressive working experience in project or programme planning and implementation of technical assistance activities, preferably including experience establishing relationships among international organization and local institutions/communities;
Experience related to Results-Based Management, including support to design, planning and implementation of the programme, managing data and reporting;
Strong understanding of Afghan society and issues in Afghanistan;
Sensitive to gender equality;
Experience from working with government counterparts building national capacities is an asset;
Ability to work effectively and harmoniously with other colleagues from various cultures and professional backgrounds;
Solid experience in the usage of computers and office software packages (MS Office incl. Word, Excel, PowerPoint) as well as experience in handling of web-based management systems.
Knowledge of project cycle management in the public or private sector or international organizations is desirable.
Knowledge of UN rules and regulations is an asset.
Fluency in written and spoken English plus local Afghan languages (Dari and/or Pashtu) is required; including good reporting and writing skills.
