About UNDP Afghanistan
UNDP has administered the Law and Order Trust Fund for Afghanistan (LOTFA) and supported the payment of salaries of the police officers, institutional development of the Ministry of Interior Affairs (MOIA) and police professionalization of the Afghan National Police (ANP) since 2002. Based on consultations conducted in 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and corrections) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption. Accordingly, the following three Thematic Windows have been identified for the Trust Fund: 1) Security; 2) Justice; 3) Anti-Corruption; and 4) MOIA Payroll.
Subsequently, the LOTFA structure is under revision to bring it more in line with international standards and best practices on Trust Fund management and administration. The LOTFA Steering Committee is set to approve the new Trust Fund Terms of Reference (TOR) in the second half of 2018.
Under the new Trust Fund, new project(s) will be designed and developed in alignment with the national strategies, plans and policies and with the Fund’s Strategic Framework. One of these projects, the Transitional Support to MOIA (TSM) project, will commence through a Project Initiation Plan (PIP), which will be developed as a project at a later stage and subsequently placed under the new Trust Fund. The current PIP will conclude existing project deliverables associated with Ministry of Interior Affairs (MOIA) requested areas of support, while also engaging in new initiatives providing opportunities for the MOIA to demonstrate to the Afghan people direct impact and high visibility of the Afghan National Police (ANP) in its community policing role. Initiatives such as these will help bring the police closer to the communities they are serving.
Under the overall supervision and guidance of the Senior Project Officer, the Project Associate is responsible for carrying out the functions and tasks as per this Terms of Reference (ToR).
The position will be responsible for ensuring:
• All the back-end support issues;
• Support to project implementation; and
• Support to component administrative and management support.

Duties and Responsibilities
Project planning and Annual Work Plan (AWP) formulation supported:
Prepares inputs to formulation of AWPs;
Provides inputs to detailed implementation plans;
Assists in formulation of budgets.
Provides effective support to administration management of the project component focusing on the achievement of the following results:
All back-end support issues are regularly followed up and completed including but not limited to, transactions in HR, finance, Administration, IC Unit, Procurement, etc;
Support to project implementation activities: booking venues, travel requests, field mission planning, translation requests, approval process for project activities, supporting workshops/trainings, transport, etc;
Support to all components under the Transitional Support to MOIA (TSM) project administrative management: budget preparations, procurement planning/tracking; HR planning/tracking, expenditure monitoring, review of POs, budget revisions, financial accounting, etc;
Maintains filing system for the project;
Ensuring the compliance of project implementation and general operations;
Providing administrative and logistical support for meetings, workshops, trainings, conferences, retreats and any other special events;
Develop and update contact lists of the Government partners, donors, media, and other actors involved in the area of capacity development.
Supports formulation of programme strategies and implementation of the Country Programme Action Plan / Project Annual Work Plan focusing on achievement of the following results:
Creation of a project in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project;
Provision of guidance to the executing project/component on routine implementation of project;
Review and presentation of information for audits and supports implementation of audit recommendations.
Facilitates project implementation in compliance with standard UNDP policies and procedures:
Review of Financial Reports; preparation of non-PO vouchers for project.
Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas.
Making budget check for requisitions, POs and vouchers.o component administrative and management support.

Key indicators of success will include objective improvements in administrative and operational support to Transitional Support to MOIA (TSM) project as well as impact generated through support in MoIA at the central, provincial and district level.

High school or Bachelor’s degree in Business or Public Administration, Economics, Political Sciences.
Certification in Accounting and Finance from accredited institution will be an asset.
With High School 6 (six) year and with Bachelor’s degree 4 (four) years of progressively responsible administrative or operational experience is required at the national or international level.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Experience in working with UN entities, International & National NGOs or government agencies is an advantage.
Knowledge of project cycle management in the public or private sector or international organizations is desirable.
Fluency in written and spoken English plus local Afghan languages (Dari and/or Pashtu) is required.
