Project Engineer (SB4/1)


About UNDP Afghanistan

UNDP has administered the Law and Order Trust Fund for Afghanistan (LOTFA) and supported the payment of salaries of the police officers, institutional development of the Ministry of Interior Affairs (MOIA) and police professionalization of the Afghan National Police (ANP) since 2002. Based on consultations conducted in 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and corrections) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption. Accordingly, the following three Thematic Windows have been identified for the Trust Fund: 1) Security; 2) Justice; 3) Anti-Corruption; and 4) MOIA Payroll.

Subsequently, the LOTFA structure is under revision to bring it more in line with international standards and best practices on Trust Fund management and administration. The LOTFA Steering Committee is set to approve the new Trust Fund Terms of Reference (TOR) in the second half of 2018.

Under the new Trust Fund, new project(s) will be designed and developed in alignment with the national strategies, plans and policies and with the Fund’s Strategic Framework. One of these projects, the Transitional Support to MOIA (TSM) project, will commence through a Project Initiation Plan (PIP), which will be developed as a project at a later stage and subsequently placed under the new Trust Fund. The current PIP will conclude existing project deliverables associated with Ministry of Interior Affairs (MOIA) requested areas of support, while also engaging in new initiatives providing opportunities for the MOIA to demonstrate to the Afghan people direct impact and high visibility of the Afghan National Police (ANP) in its community policing role. Initiatives such as these will help bring the police closer to the communities they are serving.

UNDP is supporting the construction of an office structure for MOIA’s Deputy Minister for Support. The Ministry of Urban Development (MOUD) is finalizing the construction work, while UNDP focuses on the conduction of quality assurance and quality control over the construction through a third-party company. Throughout this process, close coordination and communication will be maintained between MOIA, MOUD, UNDP and the donor.

Job Summary

Under the overall supervision and guidance of the Engineering Specialist, the Project Engineer will plan and coordinate work activities with the Engineering Specialist, and will be responsible for the following key functions:

1. Support feasibility study/need assessment, planning and design;
2. Support Procurement of Civil Works;
3. Support monitoring and reporting on the implementation of civil works, including the identification of potential mitigation measures and challenges/risks;
4. Facilitate knowledge building and knowledge sharing on engineering monitoring and evaluation.

The Project Engineer will be based in the UNDP project office in Kabul and commute regularly to the project site as well as MOIA as required.

Duties and Responsibilities

Support feasibility study/needs assessment, planning and design:
Support in needs assessment(s), organize preliminary studies and monitor/supervising consultants;
Support the review of requests for new construction and rehabilitation work;
Support in the conduction of assessments and prepare reports with recommendations for follow-up actions;
Support the Engineering Specialist in redacting the tender dossier, with particular focus to the technical documents (drawings, bill of quantity (BoQ), technical specification and standards).;
Plan and coordinate work activities with the Engineering Specialist.

Support Procurement of Civil Works:
Assist the Engineering Specialist to outline design requirements (e.g. timeline);
Assist the Engineering Specialist to manage the assessment, planning and design, ensuring deliverables are available on time and to the required quality;
Prepare the BoQ for comment and approval by the Engineering Specialist;
Support the procurement team with technical assistance in preparation of tender documentation and bid analysis where required;
Strictly follow UNDP procurement terms and conditions of recruitment and payment disbursement procedures to contractors. Ensure that all tendering and contracting is performed in accordance with stated procedures.

Support monitoring and reporting on the implementation of civil works, including the identification of potential mitigation measures and challenges/risks:
As asked by the Engineering Specialist, monitor construction works and administer works execution as per the contractual provisions and design specifications, and in accordance with relevant national laws and standards;
Undertake field visits to ensure compliance and timely execution of planned activities;
Ensure quantity/quality control and time schedule consistency;
Verify works are consistent with the project technical specifications and inform promptly of eventual deviations;
Support the overall management of works implementation to ensure construction works are completed on time, within budget and to quality standards;
Take timely action to prevent potential delays and/or cost overruns that can be avoided;
Provide regular supervision of the project work progress and quality for on time delivery;
Support the Engineering Specialist in the preparation of project/contract related documentations such as periodic progress reports, site monitoring reports, stakeholder meetings minutes, engineer’s instructions and variation orders, contractor’s bill review reports, certifications, client hand-over documents and contracts close-out reports;
Oversee surveying works, engineering control of the works etc.

Facilitate knowledge building and knowledge sharing on engineering monitoring and evaluation:
Assist in providing training and technology transfer to national personnel and contractor’s personnel and advice on good construction practices, good environmental management practices, and appropriate health and safety standards during construction;
Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building;
Collaboration and coordination with MOIA, MOUD, and other stakeholders on engineering issues;
Participation in the professional engineering community remaining abreast of latest developments and professional norms, standards, tools and methodologies.

Bachelor’s degree from a recognized university in Civil Engineering, Architecture, Building or Construction Management.
Master’s Degree in civil engineering is an asset.

5 years of relevant experience in infrastructure and construction for medium to large-scale building or infrastructure projects, through results-based management approach.
Use of project management-related software (e.g., MS Project and Excel).
Proficiency in AutoCAD or other design software’s and applications associated in architectural designing.
Knowledge of international QA/QC standards for design and construction, including regulations about accessibility and safety at work for women and men;
Experience in handling of tender documents for sizeable engineering works, including technical inputs/specifications for the procurement of services using the conditions of international lending/funding agencies.
Experience from working with government counterparts building national capacities is an asset;
Knowledge of UN rules and regulations is an asset.

Language Requirements:
Fluency in written and spoken English plus local Afghan languages (Dari and/or Pashtu) is required; including good reporting and writing skills.
