Senior Grant Consultant (HSS program)

Despite impressive progress in health system development and services delivery, Afghanistan still faces tremendous challenges in provision of equable quality health care. In addition to security challenges and dependency on external support, challenges such as improved access to health care, upgrading the skills of service providers, weak demand for services utilization, and gaps in stewardship role of the ministry such as properly monitoring the system at all levels, are examples of these challenges. In order to strengthen the system and address some of the bottlenecks, the Global Alliance on Vaccination and Immunization (GAVI) opened opportunities to a group of countries to fill the gaps and strengthen their health systems.

In response, Afghanistan submitted proposals in accordance with the donor guidelines, proposing some of the critical areas that affect the system. These areas mainly include improved access to quality health care, increased demand for health services utilization and strengthen stewardship role of the MOPH at different levels. The applications in case of GAVI are Health System Strengthening (HSS) application, Civil Society Organizations (CSO) type A and B applications, Health System Funding Platform (HSFP) and HSS3 applications submitted and approved by the GAVI secretariat.

Job Summary

1. To improve access and increase the coverage of immunization and other essential health services particularly for the underserved population
2. To improve quality, effectiveness and utilization of health care and immunization services.
3. To improve the ability of MOPH to fulfil its stewardship responsibilities at all levels with a more focus on peripheral level

As per the approved proposal under the HSS3 grant a number of key activities/ interventions are being implemented by the MoPH through GCMU. The Senior Grant Consultant based in GCMU will be part of the team responsible for procurement of consultancy services and managing contracts for the assigned portfolios

Duties and Responsibilities

1. Undertaking the procurement of consultancy services of the HSS program activities referred to GCMU
2. Ensure NGO partner contract/grant compliance and project implementation in accordance with the terms and conditions of the contract/grant.
3. Preparing announcement, RFPs (bid documents) and technical assistance in the process of short listing, proposals evaluation, cost analysis, negotiation, contract preparation and award grants as per selection methods.
4. Review the proposals in light of the Afghan procurement law and rules of procedures, MoPH policies, donor requirements, applicable regulations and technical guidelines.
5. Review reports of expression of interest’ short listings, proposals evaluation, technical and financial negotiations under the applicable laws and regulations.
6. Technical support to HSS unit in developing the terms of reference for the consultancy service projects and other relevant activities under HSS Program.
7. Review the technical reports of PHP contractors and provide constructive and timely feedback.
8. Establish appropriate monitoring and supervision and reporting system between GCMU, M&E and PHP contractors and relevant stakeholders.
9. Preparing any required contract modifications and obtaining any required approvals before their issue;
10. Coordination and interaction with the related stakeholders like; line ministries, MoPH departments at the central and provincial level, governmental authorities and community representatives.
11. Technical review the out puts and outcomes as per the milestone of the activities in line with MOPH/ HSS concept and TOR, as required.
12. Produce annual and ad-hoc reports of the grants, as required.
13. Keep proper record of correspondence and documents related to PHP contract management.
14. Any other related tasks to be assigned by line manager and head of unit relevant to his/her qualification and expertise agreed up on.


7. Have an excellent knowledge of English (written, speaking, and understanding)
8. Have a good computer knowledge MS word, excel, power point.
9. Willingness to travel to targeted provinces and districts


1. To be a MD Doctor or equivalent from a recognized institution or/and MPH preferable
2. With at least 7 year experience of work with NGOs, UN agencies or Government institutions in Public Health. Including 2 years of experience in the relevant field of project management including technical reports preparation and reviews of the narrative reports. Or five years of experience with a Master’s degree in public health or equivalent.
3. Good knowledge and experience in health management and administration.
4. Knowledge and experiences of procurement for consultancy services is preferable.
5. Good communication skills to work and deal with MoPH NGOs UN agencies and other related people. Having the report writing skills and experience to write comments and review of narrative reports.
6. To be able to develop, revise and comment the health project budget.
7. Have an excellent knowledge of English (written, speaking, and understanding)
8. Have a good computer knowledge MS word, excel, power point.
9. Willingness to travel to targeted provinces and districts.
