TATEKAN is an Afghan network of experts working with clients, communities and colleagues to develop and implement innovative solutions to Afghanistan’s most complex challenges. In TATEKAN we do design-build structures, delivering power, energy & clean water (water system, sewerage system & irrigation system) and restoring damaged water & sewerage systems. Connecting villages and rural economies with roads, bridges, and transit systems. Helping international clients executing construction projects for the military in Afghanistan.

Job Summary

The Project Manager will be responsible design-build project Scope of Work items and the overall project technical and non-commercial correspondences with client’s on-site project management team, the PM manages, the and updates WBS and prepares monthly progress reports to client and TATEKAN head office. The PM oversees execution of the project and manages the field teams, controls the schedule and budget for the project.
He will need to organize the best team possible to complete the project in accordance with the contract documents in close coordination with the Executive Director, at the same time PM will provide instructions, training and teaching the project teams toward the TATEKAN’s Code of Ethics & Compliance and Policies.

Duties and Responsibilities

• The following is a list of the major responsibilities of the Project Manager:
• Oversee and manage the project scope of work, discuss and resolve issues related to SOW with Client on-site project management team when required.
• Maintain and prepare project reports, correspondences and work progress reports to the client’s on-site project management team and TATEKAN head office on a regular basis as required by a project.
• Manage and organize WBS and update on regular basis.
• Oversee the execution of the project and manage field teams and TATEKAN sub-tiers at the site.
• Participate in the preparation of the project schedule and control the project schedules and weekly schedules.
• Review the project plans and specifications and comment on the designs, scheduling, possible cost savings measures and potential construction problems.
• Supervises and manages the project execution managers and teams.
• Manages sub-tiers, vendors, machinery and all other resources through the construction team.
• Assist TATEKAN in preparation of project budget and must ensure project budget controls are in place toward successful completion of the project per the approved budget plan for the project.
• Assist in assembling the job site office and equipment requirements.
• Have confidence in own ability to intelligently communicate with design team/client as well as effectively lead the trades.
• Raise and discuss relevant issues at the job site meetings. Prepare & issue minutes of all site meetings
• Inform the Consultant/Client of any errors, discrepancies or omissions contained within the Consultant’s design drawings.
• Manage & expedite all submittals, RFI & CO (change order) and maintain proper logs.
• Monitor site safety and ensure that the requirements of the Occupational Health and Safety Act are enforced.
• Issue monthly progress draws percentage and invoicing to consultant and client including final holdbacks.
• Maintain and enforce good construction standards and quality control.
• Maintain control and responsibility for the security and operation of project’s directly owned equipment on the job site in conjunction with site staff.
• Control and monitor labor, material and equipment expenses.
• Prepare monthly cost forecasting summaries.
• Ensure that “as-­‐built” drawings are prepared on an ongoing basis by all trades during the construction period and issue final close-­‐outs to client accordingly.
• Ensure all required inspections, testing, permits, and correspondences are performed.
• The project manager reports to the executive director and performs any other tasks as assigned by direct supervisor.


• Ability to work independently, to prioritize work assignments, to meet deadlines, and to exercise professional judgment.
• Knowledge and ability to interpret engineering drawings and implement the field works.
• Sufficient knowledge of construction quality management, safety, construction codes the .
• Proficiency in computer skills required, MS Office; along with publishing and presentation software preferred.
• Must be flexible and willing to work for long hours the meet the deadline.
• Excellent skills of scheduling software(s) P6.
• Using range of software packages for developing detailed designs.
• Excellent communication and reporting skills.

• University degree in Civil Engineering or construction management with 5 years of related experience in handling USACE projects or overall experience of not less than the years in the field of construction management and supervision. Prior international donors experience is preferred.
• Knowledge and ability to interpret engineering drawings and implement the field works.
• Sufficient knowledge of USACE rules, regulations, and procedures desired.
• Fluent in English. Have good command of English language both written and spoken. Candidates who do not have sufficient English language knowledge will be disqualified.
