The Ministry of Agriculture, Irrigation and Livestock is implementing “On Farm Water Management (OFWM)” Project, financed by the Afghanistan Reconstruction Trust Fund (ARTF), in five (5) regions, namely: Kabul, Nangarhar (Jalalabad), Balkh (Mazar-i-Sharif), Baghlan and Heart.
The overall development objective (PDO) of the OFWM-Project is to improve agricultural productivity in the Project Areas by enhancing the efficiency of water used.
A Kabul-based Project Management Unit (PMU) headed by the Project Manager, with the assistance of Core Team of Specialists, is responsible for execution of the project. Five Area Teams: one each in Kabul, Nangarhar (Jalalabad), Mazar-i-Sharif (Balkh), Bamyan and Heart, have been established for implementation of field activities.
The project started its implementation from March, 2011 for a period of 3 years and is being monitored by Worlds Bank. The project closing date has recently been extended up to April 2016. The project has received additional fund from the World Bank (the Bank) and the period of the OFWMP has been extended to December 2019.
The Procurement Assistant will assist OFWMP Procurement Unit in all the procurement functions (assigned to him from time to time) by following procurement guidelines and procedures of International Development Association (IDA) and Afghanistan Procurement Law. Duties and Responsibilities
i. Follow up with various unit heads for getting the Procurement Requests submitted and receiving & registering them after exercising the due checks (as per the prescribed check lists).
ii. Preparing shopping documents and assisting in the preparation of Bidding Documents (under NCB procedures) for Goods and Works (as per Standard Bidding documents and Guidelines of World Bank) including their issue/dispatch and coordination for providing required clarifications in close coordination with/guidance of the international/national procurement specialist and procurement officers.
iii. Preparation of Invitation for Bid (IFB) and arranging their publication/notification to prospective bidders.
iv. Arranging pre-bid/ pre-proposal conferences and assisting in preparation and circulating their minutes.
v. Assisting in Opening of Technical/financial proposals and Bids by following World Bank procedures and preparing Minutes of bid opening and required tabulation statements for preliminary check of bids and arithmetical checks.
vi. Follow up for convening Evaluation Committee Meetings for evaluation of various proposals and Bids and assisting in the preparation of draft Proposal/Bid Evaluation Reports and obtaining approvals of competent authority.
vii. Assisting in preparation of various types of contracts/Agreements/Purchase Orders in close coordination/guidance of the international/national procurement specialist & procurement officers and coordinating for their signing by the competent authorities.
viii. Helping in handling variations in contracts, preparing and issuing Contract Amendments/Extensions etc.
ix. Coordinating/Assisting for attending various procurement complaints and resolving of various contract disputes.
x. Coordinating/Assisting in obtaining no objection/approvals of competent authorities including World Bank and SPC.
xi. Assisting in the Preparation of Request for Expression of Interest (REOI) for consultancy Services and arranging their publication and preparation of EOI Evaluation/Short listing Reports in close coordination/guidance of the international/national procurement specialist & procurement officers.
xii. Assisting in Preparation/Updating of Procurement Plan as and when required.
xiii. Record keeping for maintaining proper documentation of all procurement activities.
xiv. Any other procurement related duties assigned by OFWMP.
Travels to Provinces
Require Travels to Provinces
i. At least bachelor in Engineering/Science/Commerce/Management/Business/ARTs Administration /Law from a Board/University duly recognized by Govt. of Afghanistan. Good working knowledge MS Word, MS Excel and MS Outlook.
ii. Introductory knowledge of procurement procedures.
iii. Good Working knowledge of English Language to comfortably work with Standard procurement documents of World Bank.
iv. About 2 years’ experience in procurement/contract management/construction out of which experience of at least 6 months should be in the procurement for a World Bank funded project.
