 Coordinating amongst ANSF and judicial entities within legal boundaries and in accordance to the law
 ANP command and control
 Fight against narcotics import, production, cultivation and smuggle
 Counter terrorist activities, organized crimes, human trafficking and attracting international assistance.

As an entry level Accounting Specialist for Finance and Budget Department is responsible to collect, integrate, and organize all required financial forms from MoI Departments. Accounting Specialist is also responsible to enter financial data into the designated accounting systems, prepare reports, conduct analysis, conduct meetings, and distribute reports.

Duties and Responsibilities

 Playing significant role in annual budget formulation of the ministry according to program based -- budgeting reform and preparation of financial plans based on Ministry of Finance action plan.
 Over all Control from Budget execution process and reporting of ordinary budget expenditure to the Finance director.
 Budget formulation and execution and proper use of automated management reports (the mastery of the Afghanistan Financial Management Information System (AFMIS).
 Assist CSTC-A MoI-F advisors with a plan of action and milestones for MoI requirements and the Planning, Programming, Budgeting and Execution (PPBE)
 Key persons to advise and reconcile financial data to assist the MoI-F CSTC-A budget advisors by budgetary units in tracking budget properly and administering of data.
 Part of the Programming, Budgetary Advisory Committee (PBAC)
 Assist in building and effectively use sustainable financial management procedures that follow Afghan Law and ANP policies and regulations.
 Assist on the establishment and use of internal controls to promote transparency, accountability and organizational processes, thus increasing oversight.
 Development of Coding system and complete usage of COA in formal government forms.
 Control, Monitor and supporting of financial plans processing.
 Contribution in implementation of new financial reforms in Finance directorate.
 For better management of financial resources, coordination with budgetary units in the ministry and managing of emergency cases.
 Reporting from Budget surplus and deficit.
 Adjustment and reformation of budget execution process based on external donors and budget --directorate of Ministry of Finance.
 Assessment in increasing of Ordinary budget expenditure, collection of related data for the projects and reporting to the top management.
 Formulation of annual report.
 Coordination of budgetary and financial information between Donors and MoI.
Development & Creation of new Financial and Budgetary system
 Assessment of departments and divisions in analyzing the impacts of change and provide correct -adjust to the course of the change process and assessment of management in implementation of procedures for reviewing and evaluating the outcome of change processes.
 Creation of Management Information System for better data management.
 Supporting in creation of new procedures and systems for better budget execution process.

Skills

 Training and development of employees in different aspects of finance and budget in different budget Units.
 Leading of employees and staff in operation process.
 And other duties as assigned by finance Directorate of the Ministry

Qualifications

At least Bachelor degree in Management, Business Administration, Economics or any other relevant field, Master degree is preferred.
At least 2 years of experience as Budgeting and Finance, preferably working with donor agencies for Afghan governmental agencies.
Fluency in English, Dari/Pashto , written as well as spoken ability
Required computer skills ( MS. Windows and MS. Office program)
Comprehensive knowledge and familiarity with Finance and Budget affairs and procedures of GoIRA.
