About Ministry of Public Health

The Ministry of Public Health (MoPH) is tasked with a critical mandate to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society.

Improvement in the quality and safety of health services in Afghanistan has been a strategic initiative for at least the past decade and is now reflected as a national priority in the National Health Strategy 2016-2020. Over the past several years, the Ministry of Public Health (MoPH) has explored the feasibility of establishing a national healthcare accreditation organization as the key mechanism by which this priority could be advanced by hospitals and other healthcare organizations at a coordinated national level.
Healthcare accreditation is defined by the International Society for Quality in Health Care (ISQua) as: “A self-assessment and external peer review process used by health and social care organizations to accurately assess their level of performance in relation to established standards and to implement ways to continuously improve the health or social care system.”

The MoPH has decided to establish an accreditation board at the earliest possible. The key functions of the national healthcare accreditation organization proposed for Afghanistan include:
1. Setting evidence-based and internationally recognized quality standards for hospitals, and eventually, other healthcare services;
2. Facilitating adoption of a quality and safety culture, as well as implementation of accreditation standards, by hospitals and other healthcare provider organizations through technical assistance, education, and the provision of tools and resources;
3. Assessing a hospital’s or healthcare provider organization’s adherence to the standards through a rigorous, reliable, valid, and objective on-site evaluation by trained evaluators or surveyors;
4. Providing official recognition to a hospital or healthcare provider for its performance in achieving the standards through the award of an accreditation decision (which is typically valid from two to four years);
5. Providing key stakeholders, such as the Government of Afghanistan, the MoPH, health professionals, insurers, donors, and the public with objective data about the quality performance of hospitals and other provider organizations in Afghanistan;
6. Serving as a repository of data about the quality and safety of hospitals and other healthcare provider organizations in Afghanistan;
7. Providing opportunities for operational research about healthcare quality and safety in Afghanistan; and;
8. Participating in international exchanges and benchmarking of best practices with other national accreditation organizations and achievement of International Society for Quality in Health Care (ISQua) accreditation status.

Job Summary

The Chief Executive Officer (CEO) is the senior management officer of the Accreditation Board. The CEO serves as the leader of and maintains an effective and cohesive senior management team for the Board; sets the tone for the Accreditation Board by exemplifying consistent values of high ethical standards and fairness; leads the Board in defining its vision; and bears the chief responsibility in ensuring the Board meets its short-term operational and long-term strategic goals. The CEO works with and is accountable to the EXCO.

Duties and Responsibilities

The Chief Executive Officer shall:
- Envisioning, managing and promoting the strategic direction of the Accreditation Board in keeping with MoPH’s guidelines and policies
- Led and manages the members of senior management within the guidelines developed and approved in conjunction with the Board;
- Regularly report to the EXCO progress with achieving the Board’s objectives and to forthwith advise the EXCO of any matter which could have a substantial impact on the Accreditation Board;
- Recommends to the executive committee strategic directions for the Accreditation Board’s activities and, when approved by the EXCO, consistently strives to achieve the corresponding strategic, business and operational goals and objectives;
- Direct and monitor the activities of the Board in a manner that ensures that the assets of the Board are safeguarded and optimized in the best interests of all the donors/funders/MoPH overall;
- Develops and implements operational policies to guide the Board within any limits prescribed by the Board’s By-Laws and the framework of the strategic directions approved by the EXCO;
- Develops the corporate objectives, for approval by the EXCO, for which the CEO is responsible for implementation;
- Identifies the principal risks of the Board’s services and ensures the implementation of appropriate systems to manage these risks;
- Develop and recommend the overall corporate organizational structure to the Board ensuring that personnel and systems are in place so that the day-to-day business affairs of the Board are appropriately managed;
- Maintains a positive work climate that is conducive to attracting, retaining and motivating a diverse group of top quality employees at all levels;
- Develops and maintains an annual EXCO-approved plan for the development and succession of senior management;
- Manages and oversees the required interfaces between the Board and the public;
- Ensure there is an effective communications policy for the Accreditation Board;
- Ensures that appropriate personnel and systems are in place for the integrity and adequacy of the Association’s internal control, disclosure control and management information systems;
- Foster a corporate culture that promotes ethical practices, encourages individual integrity, and fulfills social responsibility;
- Cooperates with and assists the EXCO in conducting an annual review of his performance as the senior management officer;

Skills

• Knowledge in the following areas is required:

Qualifications

A university degree in medicine and master’s or doctoral degree will be preferred, healthcare management, business management is desirable.
- A minimum of 10 years’ experience in senior management position (director/deputy director/ senior advisor/ Chief operating officer/ Chief executive officer/ Project director/Chief of party or Deputy Chef of party/Deputy Minister, etc)
- Out of these 10 years of experience a minimum of 3 years’ experience in health care sector.
As chief executive officer, this individual demonstrates critical competencies in four broad categories: commitment to results, management, leading change, and motivating.
Commitment to results: The CEO is a system thinker who is client focused and goal driven. This individual identifies relevant information and helps transform this information into individual and organizational knowledge and learning. The chief executive is action oriented and innovative. S/he translates broad goals into achievable steps. S/he anticipates and solves problems and takes advantage of opportunities, is a self-starter and team player.
Management: As Accreditation Board’s executive leader, this position requires an individual with knowledge of and experience in management and administration. The position requires demonstrated experience in integrating and coordinating diverse areas of management.
• Knowledge in the following areas is required:
Health system and regulatory environment, finance and personnel; English oral and written communications; planning and evaluation; and governance.
• Some experience in the field of not-for-profit management and governance, and community relations is preferred. Some general knowledge of fund development is also preferred.
• A high level of personal skills is required to make formal, persuasive presentations to groups and to deal effectively with people from all segments of the community.
• The individual must be comfortable with diversity and respectful of a wide range of faiths, beliefs and experiences.
Leading change: The CEO possesses the skills and implements the functions of a leader. S/he shares MoPH’s values, mission and vision. S/he consistently displays integrity, models behavior, develops people, and builds teams. This individual deals effectively with demanding situations and designs and implements interventions.
Motivating: The CEO manages continuity, change and transition. This individual knows how to influence and enable others
