Background and context

A relevant, high quality curriculum is essential to ensuring education systems equip learners with the attitudes, skills, knowledge, and values to participate and contribute meaningfully to their communal and economic contexts. Whilst acknowledging the enormous progress made since 2002 in expanding access to education to all groups within society, the Government of the Islamic Republic of Afghanistan (GoIRA) now considers the improvement of quality in its education system to be a key priority in the next 5 years. Underpinned by broader concerns about learner achievement, the Government also seeks to improve the preparedness of youth for employment and better ensure its education systems foster the inclusiveness needed for continued national reintegration, in part by revisions and improvements to the education system.

The third National Education Strategic Plan (NESP III), positions improved quality alongside continued expansion of access to education and sector-wide management reform as its guiding priorities through to 2021. A critical component of quality improvement is comprehensive, evidence-based curriculum reform. A request was made to UNESCO by the Ministry of Education (MoE) to prepare the foundations for sector-wide curriculum reform. Through its Capacity Development for Education 2030 (CapED) program and in partnership with UNICEF and SIDA, the MoE has been supported to conduct national curriculum consultations, and draft its curriculum framework. Syllabi reform is in process, with a competence framework currently in its drafting phase, and work completed towards a first draft of the syllabus scope and sequence for each subject area.

UNESCO Kabul Office requires a Program Officer (Liaison) to facilitate its working relationships with the Ministry of Education, and organize relevant program events and activities, in order to achieve the goals of the curriculum reform program.

Duties and Responsibilities

The Program Officer (Liaison), Curriculum Reform will perform the following duties:

1. Support the UNESCO Education Unit in all aspects of planning, implementation, coordination and monitoring of curriculum reform activities, including the provision of high-quality technical inputs;
2. Facilitate good working relationships with the General Directorate of Curriculum (GDC) and other departments of Ministry of Education;
3. Organize and facilitate relevant meetings and other events (e.g. workshops), including the taking of accurate minutes and organizational/logistical details;
4. Identify challenges, obstacles and difficulties affecting project implementation and assist in the development of mitigation strategies;
5. Assist in the drafting of contracts, concept notes, one pagers, public awareness articles, and internal/external reports.
6. Assist in the formation and operation of relevant working groups convened to support program implementation;
7. Assist with overall budget and work plan management;
8. Provide technical verbal/written translation from national languages to English and vice versa where required; and,
9. Conduct any other duties assigned by the Chief of Education.

Languages
• Fluency in English, Dari and Pashto is an essential requirement.

Qualifications

• University degree (Bachelor’s or equivalent) in education, social sciences, development studies or related area.

Work experience
• At least seven years of relevant work experience, with at least five years acquired with an international organization in the field of education;
• Experience in senior-level government liaison and representation, including successfully working with the Ministry of Education;
• Proven and effective program management experience, particularly in education ;
• Previous experience with UN agencies and understanding of the UN system, including its administrative procedures, would be an asset. Previous experience in a curriculum-related program is an advantage;
• Excellent understanding of school-level curriculum systems, policies, planning and capacity development in Afghanistan; and,
• Proven analytical and report writing skills, development of concept notes, work programs and budgets.
