Job Summary

Under the Direct Supervision of DM Admin, Finance/Admin Adviser is responsible for the functions related toAdvising and providing feedback on capacity development, talent management, and intellectual resource management affairs, Advising and providing feedback on administrational structure reforms and development, Provide advice and ensure that all the procurement activities of the Ministry of Mines and Petroleum are in compliant with the Government of the Islamic Republic of Afghanistan laws and Procurement Rules and Procedures and also World Bank and other Donor Procurement Guidelines, as applicable, Advice and ensure that adequate budgeting procedures and systems are documented and are in place in Finance and Accounting Directorate as well as in on budget development projects of the Ministry of Mines and Petroleum.

Duties and Responsibilities

Administration:
• Advising and providing feedback on capacity development, talent management, and intellectual resource management affairs.
• Advising and providing feedback on administrational structure reforms and development.
• Advising and providing feedback on stakeholders engagement and responsible for donors and funders relations.
• Advising and providing feedback on IT systems and ensure that IT systems are developed in the best interests of the organization.
• Closely work with the national counterparts to train and develop capacity in all aspects of administration.
Procurement:
• Provide advice and ensure that all the procurement activities of the Ministry of Mines and Petroleum are in compliant with the Government of the Islamic Republic of Afghanistan laws and Procurement Rules and Procedures and also World Bank and other Donor Procurement Guidelines, as applicable
• Advising and providing feedback on procurement procedure to achieve transparency and accountability.
• Provide support in preparing Bidding Documents for the procurement of works, goods and services in accordance with activities defined in the Procurement Plan for the program.
• Provide support in preparing Contracts for approval by the National Procurement Authority and the Competent Authority.
• Provide support in framing public procurement policies, implement procedures for strengthening public procurement system, bringing in transparency in public procurement and establishing e-procurement system.
• Closely work with the national counterparts to train and develop capacity in all aspects of procurement.
Finance:
• Provide advice and support in establishing an improved budget and expenditure monitoring system as well as regular monitoring of the same.
• Advice and ensure that adequate budgeting procedures and systems are documented and are in place in Finance and Accounting Directorate as well as in on budget development projects of the Ministry of Mines and Petroleum.
• Based on results of budget planning and financial monitoring, make suggestions to DM Admin/Finance and undertake arrangements for provision of technical assistance to Deputy Ministry Admin/Finance;
Closely work with the national counterparts to train and develop capacity in all aspects of Finance and Accounting

Skills

• Excellent analytical, interpersonal and communication skills
• Able to produce reports and other standards documents up to a professional standard Fluency in English (written and spoken), Pashto and Dari, local language proficiency is desirable

Qualifications

• The candidate must have excellent analytical and drafting skills, ability to listen, be a team player as well as having management and leadership skills.
• University degree in Financial Management, Public Administration, Business Administration, Law or related subject; Master’s preferable.
• Minimum 5 years’ experience in management field preferably administration;
