Its work is funded by private donations and public grants. Welthungerhilfe is working since the 1980’s continuously in Afghanistan and opened the first offices in 1992. Since this time Welthungerhilfe has implemented some 165 project in Afghanistan. Main fields of Welthungerhilfe intervention in Afghanistan are emergency relief, food and nutrition security, rural and regional development and water and sanitation.

Duties and Responsibilities

• Oversee the overall financial of the Programme in Kabul – CR Office;
• Maintain complete set of books of account according to the principle of accounting – Winpaccs and update it on daily basis. Also, keep record of the disbursement made from WHH on behalf of the Programme. Ensure accuracy of supporting documents;
• Conduct periodic financial analysis to identify and resolve issues, gaps or variances.
• Follow up on the activities and monitor advance balances of resource disbursed, verify availability of funds for Programme activities and recommend for changes in budget line if needed. Draft budget for budget revision;
• Preparing of the main and sub-accounts in Winpaccs online for the new projects (new projects master date).
• Making fund requests both (internal from WHH H.Q to project bank account and external from Donors to WHH H.Q account as well as for five partners.
• Supervise vouchers and process payments of all the Co-Office refinancing and outstanding for all the financial transactions and process payment requests to WHH country office;
• Prepare and submit periodic financial reports (monthly closures, interim reports, MoEc reports and final financial reports) for submission through the Finance Manager to WHH-HQ, COO-WHH and Ministry of Economy and Finance of Afghanistan.
• Dealing with the clearance of advances received by the project staff travelling to the project sites or abroad.
• Checking the contractor’s documents and executing their payments after approval and processing it with-holding tax based on the Afghan government income tax law.
• Checking the financial documents of the regional offices’ outstanding and refinancing, related to project AFG-1184 and processing its payments accordingly.
• Tracking of the budget vs expenses, yearly budget allocations and providing the information to the Finance Manager in Co-office Kabul.
• Preparing the reports of the budget, yearly allocations and expenses both WHH and implementing partners and providing its compiled status to M&E department in Co Office for updating the German Dev. Tracker.
• Daily cash count and control with the CR office Cashier.
• Provide support to prepare annual and quarterly work plans and budgets in consultation with the programme manager and regional manager;
• Manage annual audit exercise, prepare audit follow-up action plans, and ensure that the action plan is implemented;
• Prepare monthly shadow budget for tracking the delivery of the Programme.
• Taking part in the assessment of the new partner organizations together with the program staff.
• Partner performance review together with the Programme unit.
• Field visits for the partners’ financial review.
• Provide technical assistance to five regions’ implementing partners in fiscal management;
• Checking five regions partner monthly financial reports to ensure accuracy, correctness and completeness, before sharing with Kabul,
• Providing technical support regarding partners financial issues to WHH five regions Finance Officers.
• Follow up, update and compiling of the liquidity plan with the Project Manager and Regional Manager,
• In cooperation with the Finance Manager and Regional Manager, Drafting the new budget for the new project when needed,
• Any other task finance related requested by the finance manager and or Regional Manager


• Master or bachelor’s degree in finance, business administration, accounting or related field
• Master’s 5 years, bachelor’s 7 years progressively responsible finance, accounting and operational management experience in International or national organizations
• Knowledge of standard accounting software, contracting and auditing standards as well as the ability to handle multi-year funds, previous experience of handling German donors fund is an asset
• Previous experience of working with implementing partners (local NGOs) is an asset
• Ability to communicate in a clear, positive manner with staff and partner organizations
• Must be fluent in English, Dari and Pashto
