The U.S. Department of State, Bureau of International Narcotics and law Enforcement Affairs (INL), funded Justice Sector Support Program (JSSP) is a nationwide criminal justice sector development program focused on institutional capacity building as well as training and mentoring in Kabul and key provinces, and utilizes international and Afghan Advisors to train and build capacity for Afghan officials within the Ministry of Justice (MOJ), Attorney General’s Office (AGO), Supreme Court (SCT), Ministry of Women’s Affairs (MOWA), and other justice sector institutions.The program has the following four sections:

*Organizational Capacity Building
*Monitoring and Evaluation

Tetra Tech, Afghanistan Justice Sector Support Program (JSSP), is seeking applications for Deputy Team Lead, Developer position for Case Management System (CMS) section under the supervision of Database Team Lead.

Duties and Responsibilities

• Assist the Team Lead, Developer in overseeing and supervising the operations of the Afghan development team
• Work directly with the US and Afghanistan based JSSP application development teams on the discovery process, development and implementation of the CMS 2.0 application
• Assist with overseeing and supervising the coordination of the Afghan development team with the US based development team on the development of CMS 2.0 and other related activities
• Participate in Monitoring Board meetings, staff meetings and CMS application related meetings as directed
• Coordinate between internal and external offices in all CMS application communications
• Monitor database for optimal performance to ensure end user access to the application
• Receive, analyze and initiate action on change requirements to the CMS application
• Supervise the administration of the CMS in tasks such as adding new users, adding new CMS locations and other activities related to the administration of the application
• Provide oversight and expertise in creating ad hoc query reports
• Provide guidance in deleting duplicate cases as they are identified
• Evaluate changes to the database to ensure they satisfy the change requirement request
• Work directly with Team Lead, Developer; Component Lead; Deputy Component Lead; Senior Advisor; Afghan database developer and programmers to identify failing or flawed structure and develop necessary fixes and enhancement models
• Work directly with US-based short-term technical IT experts and/or subcontractor on the discovery process, development and implementation of the CMS 2.0 application
• Consistently meet the highest standards in delivery and timeliness of work products
• Prepare timely information for JSSP reports, deliverables and success stories for activities and accomplishments on a bi-weekly, monthly, quarterly, and annual basis, or as otherwise assigned
• Identify needs and propose recommendations for better CMS implementation
• Rapidly respond to requests for information from JSSP Management, INL, and Tetra Tech
• Perform other duties as assigned

Skills

• Excellent oral and written communication skills
• Fluent in Dari/Pashto, and English
• Ability to work in a fast-paced, stressful environment

Qualifications

• Minimum of 5 years of relevant professional experience and a Master’s, or 7 years of relevant professional experience and a Bachelor’s degree
• Previous experience developing and implementing CMS applications preferred
• Experience working with large scale database applications, including overseeing data quality control and database management
• Experience collaborating with Afghan government ministries and institutions
• Ability to develop and maintain relationships with cross-sectoral key stakeholders to ensure collaboration to meet project goals
• Demonstrated understanding of Afghan legal system
• Past experience developing and implementing relevant training courses preferred
• Ability to travel to provinces
