وزارت مالیه:
وزارت مالیه نقش مشخص غرض ارائه خدمات به مردم افغانستان را دارد که عبارت از جمع آوری عواید و اداره امور مالی دولت میباشد. همچنان مدیریت درست مصارف و بسیج سازی عواید بیشتر غرض تأمین ثبات مالی از جمله اولویت های عمده این وزارت بشمار میرود.
وزیر مالیه مسئولیت کنترول و مدیریت امور مالی و سایر صلاحیت های قانونی که توسط پارلمان به وی تفویض شده عهده دار میباشد. مسئولیت مدیریت ، نظارت ، کنترول و استقامت دهی تمام مسائل مربوط به امور مالی افغانستان به دوش وزیرمالیه گذاشته شده و شخص وي طبق قانون اداره مالی ومصارف عامه اجراات مینماید. وظایف وزارت مالیه دربرگیرنده موارد ذیل میباشد:
• ایجاد سیستم های مالی ، طرزالعمل های محاسبوی و تادیاتی
• اجرای تخصیص وجوه مالی بودجوی برای مصارف دولت ، حصول اطمینان ازمحاسبه دقیق و درست آن
• ترتیب حسابات قطعیه برای هرسال مالی طبق قانون اداره مالی و مصارف عامه .
یکی از اولویت کلیدی وزارت مالیه اداره سالم مصارف ، وصول اطمینان از خودکفای مالی می باشد. وزارت مالیه برای هرسال مالی چارچوب مالی میان مدت ویک چارچوب بودجوی مصارفاتی میا ن مدت راانکشاف وانرا تجدید می نماید . همچنان سقف بودجه مصارفاتی ادارات دولتی را به تفکیک بودجه عادی وانکشافی پیشکش وپلان جمع اوری مالیه .سایرمنابع عوایدی ، محصولی برای سالهای ۱۳۸۸الی۱۳۹۲ که باتوجه به اصل عدالت و مثمریت بنا یافته وتا حدی قابل ملاحظه ئی خود کفائی مالی ویک بخش از چارچوب مالی میان مدت 5ساله را به تصویر می کشد ترتیب داده است.
وزارت مالیه، قوانین مالی ، مصارفاتی ، عوایدی ومحصولی رادر امورمحوله املاک عمل قرارداده ومقررات موضوعه مربوط به آنرا پذیرفته که میتوان ازقانون اداره مالی ومصارف عامه ،قانون گمرکات ،قانون تدارکات ، قانون عواید مالیات وسایرمقرره ها وطرزالعمل های مربوط به انها نام برد .

Duties and Responsibilities

Basic Function:
1. Follow the laws, rules, guidelines, regulations, policies, and procedures applicable now and from time to time and adherence to line of authority;
2. Be an effective organizational leader and a key member of senior management;
3. Balance the responsibilities of stewardship with business partnership;
4. Act as the integrator and navigator for the organization;
5. Be an effective leader of the Operation function; and
6. Bring professional qualities to the role and the organization.
Principal accountabilities are:
1. Assist in formulating the bank's future direction and supporting tactical initiatives
2. Monitor and direct the implementation of strategic business plans
3. Develop Operational strategies
4. Develop performance measures that support the bank's strategic direction
5. Participate in key decisions as a member of the Board of Management, Asset and Liability Management Committee, Credit Committee, Human Resource Committee and Information Technology Committee and Others
6. Maintain in-depth relations with all members of the management team
7. Manage the branches, branchless banking, and General Services and Procurement sections
8. Oversee the bank's core banking solution
9. Oversee the issuance of management reporting
10. Review and approve all Operation related reports required by Da Afghanistan Bank
11. Report operational results to the board of management.
12. Understand and mitigate key elements of the bank's risk profile
13. Construct and monitor reliable control systems
14. Monitor cash management of the bank.
15. Cooperate with ALCO in liquidity management
16. Any other tasks are given by the CEO and Board of Management.
The nominees should meet at least the following criteria:

Skills

• Familiarity with the relevant operating system.
• Working knowledge of bank computer system, analysis, and operating procedures.
• Technical knowledge of banking operations in one more operational areas, such as retail banking, mortgage processing, or branch networking;
• Sound knowledge of all operational requirements with regard to the administration, compliance, risk, finance and legal functions of the bank.
• Understanding of Afghan banking law and regulations.
• Excellent management abilities, including scheduling tasks and supervising staff.
• Innovative, technical and analytic problem-solving abilities.
• Strong relationship building skills ;
• Have high ethical standards and integrity in both their personal and professional dealings;
• Excellent communications and organizational skills.
• Qualifications: Approval by Da Afghanistan Bank as per supervisory circular 89-03 on “Eligibility Criteria for Board of Supervisor Members, Management Board Members, Committee Members, and other specified position

Qualifications

Education and training:
• MBA degree with concentrate on management or related area of study.
• Relevant professional training or certification desirable.
Experience:
• 7 to 10 years of progressive management experience in financial institutions and at least 5 years at a senior level.
• A strong background in banking, management and employee supervision.
• At least three to 3 to 5 years’ experience in various phases of banking operation.
