Afghanistan Justice Organization (AJO) is an Afghan-led, non-profit, and non-partisan organization advances democracy, good governance and rule of law through Project Design and Management, Project Performance and Evaluation, Training and Capacity Development, Public Policy Research and Public Awareness. The organizational purposes include:
• Improving and strengthening the formal justice institutions;
• Improving and strengthening the informal justice sector and establishing a mechanism to link the formal and informal justice sectors;
• Conducting seminars, conferences, and in-service training programs at the local, national, and international level to facilitate cooperation among Afghan-based justice institutions;
• Drafting policy papers, publishing books and other conducting research and analysis on legal issues concerning Afghanistan.

Job Summary

USAID/Afghanistan Assistance for the Development of Afghan Legal Access and Transparency (ADALAT) program aims to strengthen Afghanistan’s justice sector and improve rule of law including improving the capacity of the Legal Aid Department (LAD) of the Ministry of Justice (MoJ). LAD is mandated to manage and provide legal aid to indigent throughout Afghanistan. It has a central office in Kabul and office in all 34 provinces. To better manage legal aid and increase access to justice, LAD must be equipped with the skills and tools necessary to prepare annual plans including budget, human resources, and procurement of legal aid outside of LAD lawyers. Additionally, proposed Legal Aid Regulations places an increasing responsibility for regulating, managing, monitoring and providing support to the high council. As such, ADALAT by implementing the planned activities to improve LAD’s management capacity will develop policies, and provide training to the staff with the assistance of a Short-Term local Technical Assistant (STTA).

Support the LAD Management in reviewing the existing internal systems and processes of LAD’s budget and finance management, human resources, and government procurement and contracting; and develop improved policies and processes to ensure the overall financial management system and procurement and contracting of the LAD is strengthened and robust. The expert will also build the capacity and transfer know how to the staff of LAD.

Duties and Responsibilities

• The STTA will provide LAD with technical support with managing budgets, developing sound fundamentals of budgeting, financial monitoring and reporting, performance monitoring and evaluation, procurement and contract management and strategic planning, and more effective use of the MOF Financial Management Information System (AFMIS).
• The STTA will also develop comprehensive, transparent, accountable contracting policies and procedures in accordance with Afghan laws and train LAD staff improves legal aid contracting practices and mitigate corruption and conflicts of interest amongst the stakeholders and providers.
• Working in close consultation with relevant LAD management and staff, the STTA will develop policies and procedures for LAD to ensure Finance and Administration Department have the professional capacity to meet their budgeting, accounting, and procurement requirements.
• Provide the LAD leadership with the information needed to manage monitor and evaluate financial and human resources and expedite legal aid case representation as well as improved legal aid contracting practices.
Deliverables associated with this assignment include:
• Provide the LAD with technical support (through developing a comprehensive training manual) on topics such as financial planning and management, encourage the utilization of budgeting and funding policies and procedures from the MoF, and provide training, coaching and mentoring to finance and budget staff of the LAD on the aforementioned topics.
• Provide technical support and training on the mechanism for preparing, annual plan, using modern work plan development methods so that the LAD take ownership for the work plan and are able to achieve the goals and objectives mentioned in the LAD’s and MoJ’s strategies.
• Develop comprehensive, transparent, accountable contracting policies and procedures in accordance with Afghan laws and train the responsible staff at the LAD on the aforementioned topics.
• Conduct contracting training course for LAD staff to improve legal aid contracting practices and mitigate corruption and conflicts of interest amongst the stakeholders and providers.
• Prepare a completion report of the assignment with objectives and intervention clearly captured.

Qualifications

Education:
- Master’s Degree in Business Management with specialty in financial management, procurement, contracting.

Language Skills: Excellent command of written and spoken English, Pashto and Dari.
