About DAI

DAI is implementing the USAID funded Musharikat project across Afghanistan, working in all 34 provinces with the goal of increasing the equality and empowerment of women throughout the country. Musharikat will provide opportunities for women’s rights activists and groups to jointly identify and carry-out discreet advocacy and public awareness campaigns designed to influence local, provincial and national public policies banning harmful social practices, advance women’s welfare and opportunities by specifically building a constituency supportive of women’s rights.

Job Summary

o The MEL Director reports to the Chief of Party and will be responsible for leading and managing the monitoring, evaluation and learning (MEL) activities for the project.
o S/he will establish systems for gathering, reporting and analyzing performance data for impact and sustainability of project implementation. Candidate should possess strong management, administrative and communication skills (including report writing).

Duties and Responsibilities

Duties and Responsibilities
o Supports the Chief of Party in ensuring the project is on track and in compliance Lead Project’s M&E, knowledge management and capacity building objectives.
o Coordinates and manages all monitoring and evaluation (M&E) tasks and deliverables for the project. Establish systems for gathering, analyzing, and reporting performance data for impact and sustainability of project implementation. Coordinate and manage all MEL tasks and deliverables for the project and ensure that all required reports and documentation for the project’s internal management systems and for external reporting are produced according to USAID/Afghanistan guidelines.
o Oversees data collection processes and data quality; develops documentation of best practices; and facilitating the use of data to drive program design and decision making in support of project implementation.
o Facilitate learning from M&E findings with implementation teams and other relevant stakeholders. This could include facilitating regular reflection sessions both within the project team and with the implementation partners to respond to evaluation findings where appropriate.
o Provide technical assistance to CSO partners as required on monitoring evaluation systems capacity building and assessments
o Synthesize and analyze lessons to determine policy implications, distil and articulate best fit innovations for dissemination with community of practice for phased approach to project implementation
o Facilitate incorporation of research design and methodologies in the application of learning to project design and management.
o Directly supervise and mentor project M&E/knowledge management staff. Build internal project staff capacity to implement MEL strategy.
o Responsible for Quality Assurance and Surveillance Plan (QASP) and will ensure that QASP accurately captures and measures the improvement, replication, and sustainability of capacity building for individuals and institutions.
o Make sure a close and effective coordination system is place between the ICT and M&E teams regarding the data exchange.
o Make sure the data is uploaded in Afghan Info system on timely manner.

Skills

• Experience with visits to M&E sites to ascertain status of project achievements and undertake interviews and discussions with program staff and stakeholders
• Extensive report writing and preparation experience in conjunction with senior project management on USAID projects.

Qualifications

Qualification Requirements:

• Master plus 5 years of relevant work experience or Bachelor plus Seven years of relevant work experience with M&E tool development to effectively track project deliverables and progress.
• Previous experience devising quantitative and qualitative indicators, benchmarks and data sources for program deliverables. Specific focus on gender-sensitive indicators preferred.
• Experience with visits to M&E sites to ascertain status of project achievements and undertake interviews and discussions with program staff and stakeholders
• Extensive report writing and preparation experience in conjunction with senior project management on USAID projects.
• Demonstrated experience leading a team, building capacity in junior staff, and meeting deadlines with high-quality deliverables.
• Ability to take initiative and perform with little supervision.
• Excellent language proficiency in spoken and written Dari and English, Pashto a plus.

Reporting:
The Monitoring and Evaluation Director will report to the Chief of Party.
