About DABS

The Government of the Islamic Republic of Afghanistan (GoIRA), through its 2006 Afghanistan National Development Strategy (ANDS), set out ambitious three to five year goals for increasing access to electricity. The aim was for electricity supply to reach at least 65 percent of households and 90 percent of non-residential establishments in major urban areas and at least 25 percent of households in rural areas. This would have represented a considerable increase over the rate of electrification – which had last been reliably estimated at six percent nationwide in 2003. More recent estimates suggest that some 25-30 percent of households have access to grid electricity. There appears to be no reliable estimate for the number of people with access to off-grid electricity although there is some 134MW of small hydro, diesel generators and solar power installed.

The team leader shall be an independent professional with deep project/program management experience and with strong and demonstrated capacity for organization, management and with excellent reporting skills. Experience should include activities demonstrating the at least ten(10) years of experience in successful project/ program management in the electricity sector is essential with demonstrated understanding of Government of Afghanistan’s requirements with respect to legal, institutional, contractual and financial issues and processes. The candidate shall have prior experience in duties and responsibilities.

Duties and Responsibilities

5. Team Leader Activities
The Central Asia- South Asia Electricity Transmission and Trade Project (CASA-1000) aims to facilitate electricity trade between hydropower surplus countries in central Asia and electricity deficient countries in South Asia by putting in place the commercial and institutional arrangements and the transmission infrastructure quality for this trade.
Afghanistan, the CASA project includes the following activities:

Component A: High Voltage Direct Current (HVDC) Transmission line

The 500kV transmission line from Sangtuda to Peshawar has the total length of 750 Km, out of which 600km passes in Islamic Republic of Afghanistan which enters from North-East AFG-TJK border and exists at South-East AFG-PAK border. For the HVDC lines in Afghanistan, three EPC contracts have been procedure and are expected to be signed in 2017.

Component B: Main activities are listed below

Environment and Social Management support. This includes the contract for Environment and Social Impact Assessment for the HVDC line which has been awarded and the Resettlement Action Plan for the HVDC line, which is to be procured;
Audit and Financial Management Support; Project Management Support to the implementing agency on general project management including procurement and contract management, monitoring, Evaluation and operating costs; and Capacity building.
Component C: the CSP will be implemented for individuals and communities located within the 2km wire of the transmission line corridor who will be affected during the design, construction and operation and maintenance of the transmission line.

Scope of Work:

The team leader will be responsible for supporting the PMO Director in conducting day-to- day operations related to CASA- 1000 and ensuring that the objectives of the project, with respect to all components in Afghanistan, are met in an efficient, effective and financially prudent manner. The Team Leader will report to the PMO Director. Specifically, the Team Leader will assist the PMO Director in undertaking the PMO responsibilities as described below:

I. Technical and Project Management
• Supervising implementation of the three EPC contracts in close coordination with the Owner’s Engineer and the PIU of NTDC and Barki Tojik;

• Preparing and implementing any investment as necessary to strengthen the existing transmission lines from Sangtuda, Tajikistan to ensure evacuation of imported electricity from CASA to Afghanistan power system;

• Being the focal point within DABS on legal and commercial aspects of the project such as master agreements, power purchase agreements etc.

• Managing directly activities under Component B- Technical Assistance, including preparation of annual plans and budgets for the Program Management and TA procurement and implementation of these activities.

II. Procurement and Contract Management
• Being focal point for Afghanistan in the Procurement Committee for major procurement packages. Facilitating Afghanistan inputs to the procurement process and contract management of the key infrastructure packages and the OE;

• Handling procurement and contract management of all activities under the PMO responsibility (such as safeguards plans, capacity building, project management support etc. under Component B)

III. Environment Social Safeguards Management
• Being responsible for preparation and implementation of country specific ESIA, ESMP and RAP for the HVDC line in Afghanistan and any other physical investment to be implemented under the project (except for the CSP);

• Coordinating with donor agencies and other CASA countries on safeguards management related issues.

IV. Financial Management
• Taking all action including ensuring the provision of funds, facilities, services and other resources, necessary or appropriate for the carrying out of the project managing a financial management system and prepare finical statement in accordance with consistently national accounting standards and WB requirements.

V. Monitoring and Reporting
• Undertaking monitoring and evaluation of the project progress, including
- Monitor and evaluation of project implementation,
- Issue Project Management Reports (PMRs) and other reports,
- Liaise and communicate directly with all project stakeholders,
- Facilitate Bank supervision missions and takes follow-up actions as agreed,
- Prepare a mid-term review progress report in advance of an external mid-term review and,
- Other takes that may be assigned to it during project implementation

VI. Community Support Program Coordination
• The preparation and implementation of the CSP rest with the Ministry of Rural Rehabilitation and Development (MRRD) with Support from the Ministry of Energy and Water and DABS. An Inter-Ministerial Committee, consisting of the Deputy Ministers of MEW. Deputy Minister for Programs of MRRD senior representative from DABS will be established to review and approve the strategy, plan and budget of the CSP.
• The Directorate of PMO is responsible for coordinating activities under Component A and B with PIU under MRRD responsible for the CSP program. In carrying the above mentioned activities, Team Leader is responsible to undertake but not limited to the following tasks.
- Management
- Overall program management
- Contract Management
- Proper management of the all consultancy and construction works contracts in accordance to acceptable standards and regulation stipulated in the contracts
- To ensure each contract procured under the project include the obligation of the relevant contractor to comply with the relevant safeguard instruments applicable the activities
• Financial management
• Staff management
• Allocate required resources, ensuring the successful Implementation of Project
• Issue Annual Plan for Donor-Supported Programs. Inter-agency and inter – project coordination.
• Official point of contract with Government agencies and the Bank. Reporting to DABS and the Bank.
• Development and maintain organizational relationships with senior executives in government, development organizations and donors.
• Maintain and extend the provision of essential information management, capacity building support to government


• Experience in staff management to manage project team
• Adequate knowledge of governmental procedure and regulations
• Good working knowledge and practical experience of monitoring of engineering projects
• Sound written and verbal English and Pashto/Dari communication
• Excellent communication skills with the ability to build working relations and engage with project related stakeholders’ skills of coordinating and managing the work of staff and consultants


The team leader shall have Bachelor Degree in disciplines such as Electrical Engineering, Civil Engineering or related fields. A master’s degree in engineering disciplines will be advantageous.

At least 5 year minimum related work experience preferably with Government and international NGOs.
