Environmental & Social Safeguard Specialist



The Government of the Islamic Republic of Afghanistan’s Ministry of Labor and Social Affairs (MoLSA) is preparing for project activities with a Project Preparation Grant (PPG) from the Afghanistan Reconstruction Trust Fund (ARTF). The project is called PLACED. Under the PLACED PPG, a dedicated Ministry team is initially preparing the ground and completing the procurement for:

1. A new managed international labor migration corridor to GCC countries, called Placing Labor Abroad (PLA);
2. A new supported job search program for high school graduates in Kabul, called Connecting with Employment Domestically, (CED).

These are the first ‘test’ contracts that will precede development of these programs into national services, reaching hundreds of thousands of Afghan jobseekers.

Alongside this project preparation there is an intensive capacity building program for the team in MoLSA on key aspects of contracting and managing high-performing labor market programs.

The Ministry of Labor and Social Affairs implements this project under the direct supervision of the Minister. The project is led by the PLACED Project Director.

Job Summary

The Environmental & Social Safeguard Specialist will work under supervision of the Project Director and will be responsible for supporting the project team on safeguard (environmental & social) related aspects of the project.

Duties and Responsibilities

Duties and Responsibilities:
The incumbent will undertake the following responsibilities under the direct supervision of the Project Director:

• Assist in the development process of the Environmental and Social Safeguards Guidelines in consultation with the World Bank team, to be used by MoLSA in preparation and implementation of the project;
• Prepare Environmental and Social Safeguard Management Plans and ensure that such plans are reviewed & approved by relevant authorities, i.e. NEPA if required and the World Bank, before implementation;
• Ensure that appropriate environmental & social mitigation measures are proposed before projects are recommended for funding & implementing;
• Undertake follow up monitoring to ensure that proposed mitigation measures are implemented according to the agreement, as per the Environmental and Social Mitigation Implementation Plan;
• Closely follow up the integration of environmental and social safeguards during the project/program development process and ensure the completion of the Safeguards Self-Screening Checklist;
• Lead on developing and delivering a series of spot checks to ensure safeguards policies are properly implemented at grassroots level in line with the guidelines;
• Prepare report(s) on the safeguard risks with appropriate actions to be taken for all projects and programmes financed through the World Bank and ensure that timely actions are taken;
• Provide technical support during project design, project implementation, appraisal and resource mobilization;
• Closely supervise, provide assistance and deliver capacity building training to the sectors to close knowledge/skills gaps and minimize the likelihood of risks happening to projects/programs;
• Compile quarterly, biannual and annual reports on safeguards related issues and deliver to the World Bank;
• Identify challenges, opportunities, priorities and needs for the development and implementation of the project’s safeguards plan and their implementation at all levels;
• Assess the working of the Grievance Redress Mechanism;
• Assist, as necessary, with the logistical aspects on social related learning events including maintaining calendars of events and team schedules;
• Assist in providing information for any updates to the Environmental and Social Management Framework (ESMF) and Social Impact Assessment (SIA) as new country corridors are opened;
• Assist in preparation of training materials and assist in organizing timely training sessions on the safeguards related instruments;
• Provide timely advice to staff and the contractors on all safeguards related aspects as per the provisions and guidelines set forth in the ESMF;
• Prepare monthly progress reports on implementation of the ESMF;
• Work in collaboration with World Bank Social and Environmental Development Specialists;
• Any other task(s) as assigned by the supervisor.

• Analytical ability, practical problem-solving skills and resourcefulness in performing varied tasks in the area;

• Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures;
• Demonstrated initiative in developing practical approaches that improve efficiency and effectiveness of the project;
• Ability to work under pressure and work extra hours when required;
• Ability to plan own work and manage conflicting priorities;
• Ability to manage staff and contribute to the skills and capacity building;
• Excellent working knowledge of English, both verbal and written;
• Fluency both written and verbal in Dari/ Pasto;
• Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
• Good working knowledge of MS Office application (Word, Excel, PowerPoint), email and able to easily navigate internet;


• Minimum Bachelor’s degree in Environmental Science, Law, Resource/Environmental Economics, Social Science, Natural Resources Management or in any other relevant field;
• At least 5 years of overall progressing work experience in Environmental & Social Safeguards, Natural Resource and Environmental Management, policy development and implementation;
• Minimum of 3 years of relevant experience on Environmental & Social Safeguards at international donor funded projects;
• Active involvement in international Environment and Social Safeguards application is advantageous;
• Track record of successfully working with governments on Environment and Social Safeguards, climate change and sustainable development agenda is preferable;
• Proven experience and knowledge in Safeguard Principles, development effectiveness and cooperation, climate change finance, gender equality and its related issues is an asset.
