About ASMO:
The Afghan Social Marketing Organization (ASMO) is a social marketing and behavioral change communication organization established in August 2008. ASMO as a free-standing, not-for-profit Afghan organization aims to create positive health outcomes by giving Afghan households the information they need to make informed and healthy choices and expanding access to high quality health products through commercial markets.

The ASMO’s vision is to serve as a partner for a better life in Afghanistan where families and communities are empowered to protect and improve their health and social well-beings; where markets for health products are vibrant and expanding and where consumer awareness of healthy choices, access to affordable health products and social services steadily improves and is increasingly sustainable.

ASMO strives to design and implement effective and integrated health and social marketing interventions intended to improve the overall well-being of the country’s population, especially women and children; while stimulating and increasing private commercial sector participation. It is fully committed to improving the quality of life of Afghans by providing needed key health and social issue information, training and quality affordable health care products, services and behavior change solutions using innovative marketing, communication and community outreach approaches in collaboration between the public and private sector stakeholders.
ASMO is currently working as a sub-contractor with Abt Associate Inc under SHOPS Plus/USAID project (The Sustaining Health Outcomes through the Private Sector Plus.

Job Summary

The Senior Research, Monitoring and Evaluation (RME) Advisor will supervise and provide the required technical assistance in implementation of research, monitoring and evaluation activities for all ASMO project(s). S/he will make substantial contributions towards the designing and strengthening of M&E systems, programmatic research methodologies and plans, and provide technical leadership inputs on proposals, new projects or existing programs. S/he is responsible for taking a lead role in identifying program learning opportunities, conducting market research and working with M&E team to build upon research capacity.

Duties and Responsibilities

• Contribute in the development and oversee effective implementation of project Monitoring, Evaluation and Learning Plan (MELP) for each project and proposal to capture project performance and results;
• Contribute to proposal development and lead the RME component for all new business development activities;
• Develop quantitative and qualitative research instruments and research and evaluation protocols;
• Carry out qualitative and quantitative research, analyze and interpret the data, conduct evidence to decision making sessions with the program team and present to senior management for decision making;
• Investigate market activities including assessment of past performance of product(s) sales and future trends;
• Assess brand image of ASMO products, conduct price assessments and customer satisfaction survey to determine customer demand and suggest new product(s)/ new form of existing product(s) to meet customers’ needs;
• Monitor competitors, find out their marketing strategies and advise social marketing department to revise marketing plans to maintain market share for ASMO products;
• Perform market intelligence to identify which product(s) need more resources, and find out new market opportunities/customer segments;
• Secure in-country Institutional Review Board (IRB) approvals for project related research activities;
• Oversee data inputs and outputs with respect to monthly MIS and Dashboard report production;
• Ensure timely production of accurate, high quality monthly, quarterly and annual reports as well as any other donor or organization specific reports;
• Directly manage the M&E Manager, M&E Officer and Database Officer by communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual and annual performance reviews;
• Coach, train and mentor direct report staff with the aim of strengthening their technical capacity on RME and providing professional development guidance; and
• Identify technical capacity of the RME team and coordinate internal capacity-building activities to enhance functioning of the team.

• Position Reports to: ASMO Executive Director
• Position Directly Supervises: M&E Manager, M&E Officer and Database Officer
• Position works in close collaboration with Senior Social Marketing Manager and Senior Business Development Advisor

Skills

• Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the followings: SPSS, Epi-Info, Stata, MS Access;
• At least 3 years of experience in applying qualitative, quantitative, and mixed methods to research, assessment, and monitoring;
• Outstanding leadership and management abilities;
• Proven networking and representation skills at a senior level;
• Outstanding report writing and information dissemination skills;
• Ability to work effectively with a diverse team; and
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.

Qualifications

• Master degree in Public Administration, Statistics, Applied Statistics, Social Sciences, Information Management or any relevant field;
• Over 8 years of market research and M&E experience with international/national organizations and/or commercial sector entities with over 3 years of supervising research projects;
