Background

The National Priority Program on Women’s Economic Empowerment was launched in March 2017. The program aim to build poor women’s capacity to strengthen the economy of their households, communities, and the entire nation. It provides start-up technical and financial support to women-owned businesses, job skills, and financial literacy. The program also improves women’s economic enabling environment through policy and planning reforms that will remove legal barriers to women’s economic participation; streamline and reduce regulatory barriers to women’s involvement in the markets; and improve the quality and use of gender statistics for planning and monitoring women's economic progress. The program aims to develop a MIS system for informing and reporting on the progress of women’s economic empowerment nationally.

Job Summary

Objective of the Assignment
The consultant will work closely with the Program and M&E teams, for designing a user-friendly and fit-for-purpose Management Information System (MIS) to manage the monitoring and reporting needs of the program. The duties under this assignment will encompass the review of information needs of the program, the conceptual and technical design of the MIS, and development of the MIS. The MIS Developer will be responsible for the entirety of system development from concept to implementation.

Duties and Responsibilities

Scope of Work:
Development
• Review of information needs, business processes, and system requirements. Preparation of a short note summarizing these needs
• Conduct systems analysis, feasibility study and produce diagrams for information system processes and flows
• Design and develop a customized database system and corresponding web-based end-user application for users
• Design and develop of a data entry application to allow the WEE-NPP MIS to obtain information from users within the GoIRA and other agencies.
• Design and implement data sharing agreements to obtain program data from MIS of other agencies where possible
• Oversee the procurement of all necessary hardware and software for the system, including preparation of bidding documents
• Develop, monitor and implement security and secure back-up procedures for MIS data
• Design and develop report generation system, based on needs of the program. This reporting system may help the users to export their report into different file format namely Ms. Word, excel, pdf, csv etc. Furthermore, the database tables are coded for validity and referential integrity and maintain logical relationship among them
• Test and publish the data collection tools online after all trouble shooting and ensure smooth roll out of the system
• Develop one technical and one user manuals on the proper use and maintenance of the MIS system, as well as instructions for modification or addition of forms
• Make sure software development and implementation is carried out as per plan and any unexpected delay occurring are communicated with team leader or division head as soon as possible.
Training and Management
• Review inputs and demands of WEE-NPP M&E unit for revision and improvement of the online forms.
• Add or modify the functionalities of the end-user application as needed.
• Train WEE-NPP relevant staff to use and maintain the database system through regular checks of the system ensure effectiveness and take necessary remedial action to correct in case of shortcomings
• Prepare training material for different packages; and provide training and troubleshooting for the operators of MIS
• Track the pilot data from the server, and after cleaning and analysis, share the data with the team for their inputs
• Provide on-demand input to the M&E unit and senior management
• Review and update the MIS based on user and management feedback
• Develop backup and security system for MIS
• Provide technical MIS/database-related support to all departments of WEE-NPP
• Ensure that reports are produced precisely.

Considering the duties listed above, the consultant shall deliver the following deliverables within specified timeline.

Deliverables:
1. Developing Plan (20% of the total payment)
The consultant should develop an initial plan for how s/he will start to develop the MIS for WEE-NPP in coordination with the Management team and what technologies, equipment’s, and materials will be used to develop the MIS and keep its maintenance for the next years. The plan will also include the financial and procurement of material needed and total expenditures for MIS
2. Designing the MIS (30% of the total payment)
After the Planning, start designing the MIS system as per the need of the program M&E, Finances, and HR departments in coordination with the line ministries and mentioned departments. Design the forms, as per the reporting needs, along with importing and exporting of the reports and updates.
3. Development of MIS (30% of the total payment)
The consultant will deliver the completed and developed MIS to the management, that is fully designed, and ready for the data entry and data export, along with its usage instruction, full development report and summary, and maintenance manual for the users of the MIS.
4. Manuals and Training to the Users (20% of the total payment)
After the delivering the final MIS system to the WEE-NPP team, he/she will be responsible to develop the technical and user manuals; and train the users of the MIS including WEE-NPP team and relevant staff of line ministries.

Reporting
The consultant shall report to the WEE-NPP Program Director, or any other person as assigned by her.

Duration of Work
The duration of this assignment 6 months as below timeline

Flexibility is allowed in the above timeline for each deliverable within the 6 month duration of the assignment, as per consultant’s consideration. For the total duration of the assignment however, the client agreement is required in case the consultant needed more time to complete the deliverables and the assignment duration can be extended based on the no cost extension for a period of no longer than the 20% of the assignment period.

The Duty station for this assignment will be in Kabul WEE-NPP Program Coordination Office, MoLSA

Skills

• Bachelor’s or Master’s degree in Computer Science, Information Technology, and Computer Application is required;
• Ability to convey information and knowledge in simple local languages
• Extensive experience in the design, development and implementation of complex database systems;
• Knowledge of IIS and other web servers;
• Strong knowledge of web programming languages (.NET, ASP) and web development
• Knowledge and Extensive experience in the design, development and implementation of relational database systems (e.g., SQL server and MS Access);
• Knowledge and experience with data security issues related to database management, including best practices for secure file transfer and data encryption;
• Excellent organizational and interpersonal skills;
• Must be self-starter with excellent demonstrated teamwork skills.

Functional Competencies:

Language requirements:
Fluency of speaking and writing in local language and English required.
