About Ministry of Public Health

The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society.
The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care.
MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Duties and Responsibilities

1. تهیه پلان کاری پروګرام ملی کنترول مرض ربیز (Rabies ) وحصول اطمینان ازتطبیق آن درمطابقت با پلان ستراتیژیک وپالیسی های موجود وزارت صحت عامه
2. طرح وارائه پیشنهادات غرض تجدید نظردرپالیسی ، ستراتیژی ،رهنمود ها وستندردهای ملی پروژه ملی کنترول مرض ربیز وزونوزیس (Rabies )
3. نظارت برتطبیق پاليسی، ستراتيژ ی ها ورهنمودهای پروګرام ملی کنترول امراض زونوزیس و ربیز (Rabies)
4. نظارت از تطبیق کننده های پروزه ملی کنتزول ربیز بمنظور مطمين شدن از پيشرفت روند كاري پروگرام كنترول امراض زونوزیس و ربیز در تمام سطوح.
5. تشویق وجلب حمایت مالی وتخنیکی تمویل کننده گان عرضه خدمات مربوطه به کنترول پروژه امراض زونوزیس و ربیز
6. پیشبینی مصارف سالانه آمریت پروګرام ملی کنترول امراض زونوزیس و ربیز درهمکاری با سایر دست اندرکاران دخیل در پروژه ربیز
7. طرح ، انکشاف واطمینان ازتطبيق رهنمود های پروژه ملی کنترول امراض زونوزیس و ربیز
8. ایجاد همآهنگی بین سهم گیرنده گان عرضه کننده خدمات کنترول امراض زونوزیس و ربیز در سطح ملی
9. نظارت ازجمع آوری و تحليل ارقام و بازدهی به مراجع ذیربط
10. تهیه پیشنهادات تخنیکی برای توسعه وبهبود پروژه ملی مرض امراض زونوزیس و ربیز جهت رسیدگی به اتباع کشور
11. تهیه و ارایه راپورهای ماهوار، ربع واروسالانه اجراات به مراجع ذیربط
12. انجام ساير وظايف مرتبط بوظيفه كه از طرف آمر مستقيم به وي سپرده ميشود

Qualifications

1. درجه تحصیل : داکتر طب فارغ یکی ازفاکولته های طبی راجستر شده دروزارت صحت عامه و داشتن سند مافوق لسانس درصحت عامه ترجیع داده میشود.
2. حد اقل تجربه سه ساله درعرضه تطبیق در مدیریت زونوسیس.
3. تجارب لازمه : داشتن حد اقل ۳ سال تجربه مدیریت و رهبری در سطوح بلند دوایر دولتی یا غیر دولتی
4. مهارت های دیگر : داشتن مهارت کامل در لسان انگلیسی وبرنامه های کمپیوتر
5. مهارتهای لازم ترینینګ ، نظارت و ارزیاتی
6. مهارت کامل در تهیه راپور به لسانهای پشتو ، دری و انګلیسی
7. داشتن قوه موثر افهام و تفهم
8. داشتن مهارت لازمه و سلطه کامل در ارایه پروژه به سطح ملی و بین المللی
